    Position: Executive Director, Minneapolis, Minnesota DESCRIPTION: Volunteer Lawyers Network (VLN) seeks an executive director to lead its 23- person staff and hundreds of volunteers in achieving its mission to protect and promote the basic human needs of people in poverty through the power of legal volunteers. Ensure compliance with personnel policies and state and federal regulations on workplaces and employment. Work to hire and retain a diverse and qualified staff. • Community Relations – Serve as an effective spokesperson for the organization; represent the programs and point of view to the agencies, organization and the general public. Work to increase cooperation and collaboration with community partners. • Financial Management and Legal Compliance – Assure adequate control and accounting of all funds, including developing and maintaining sound financial practices. Oversee preparation of and adherence to annual budget. • Fundraising – Oversee development of grant proposals and other fundraising initiatives, including annual events in coordination with Development Coordinator.     DESCRIPTION:

    The Office of General Counsel provides legal representation, guidance, analysis and services to the Council, its Chair, members and committees, the Regional Administrator and staff; protects the legal rights of the Council and assists in achieving its objectives; helps develop and implement Council policies; and helps the Council fulfill its responsibilities within applicable legal, auditing, and jurisdictional authorities.

    Associate General Counsel generally work in the following substantive areas as well as litigation: contracts and procurement, construction law, public records and open meeting law, employment law, environmental law, real property, and comprehensive planning and land use.  This particular position will have a focus in the areas of real estate, including eminent domain, public contracting, land use and public-private initiatives.  These primary work areas may change depending on the needs of the Council.

    EXAMPLES OF DUTIES

    • Provide verbal and written legal advice to the Council, its Chair and members, the Regional Administrator, and other Council management and staff.

    QUALIFICATIONS

    Education and Experience: JD degree from an accredited law school and seven (7) years of recent experience in the practice of law.

    Licensing Requirement: Licensed to practice law in the State of Minnesota and in good standing. 

    Desired Qualifications: Current admission to practice in the Federal District Court of Minnesota.  Preference given to those with substantive or litigation experience in Minnesota in a governmental setting with an emphasis in one or more of the following areas:

    • Real Property - land acquisition, condemnation, relocation benefits, and purchase and lease agreements for public projects.
    • Contracts and Procurement - public contracts for goods and services and public construction contracts involving state and federal financing/grant and loan funds.
    • Construction Law - large public projects primarily transit and wastewater treatment projects.
    • Comprehensive Planning and Land Use - local comprehensive plans, metropolitan system plans, regional grant and loan programs.
    • Public Sector representation.

    Knowledge of:
    • Civil and governmental law (including government real estate, contract law, construction and procurement law, data privacy and open meeting law, federal, state and local administrative law).
    • Other governmental agencies' procedures at the federal, state, and local levels.
    • Laws, rules and regulations that govern or affect the Council and its operations.
     
    Ability to:

    STAFF ATTORNEY – FULL-TIME

    Mid-Minnesota Legal Aid/Minnesota Disability Law Center – Minneapolis Office

    POSITION:  Mid-Minnesota Legal Aid’s Minnesota Disability Law Center (MMLA/MDLC) seeks a full-time staff attorney to work in its Minneapolis office.

     

    BACKGROUND:  MDLC is a statewide program of Mid-Minnesota Legal Aid which receives federal funding to serve as Minnesota’s Protection and Advocacy system for persons with disabilities.  The main office is in Minneapolis with other MDLC offices in Duluth, Fertile, and Mankato. 

     

    RESPONSIBILITIES:  This attorney will represent individuals with disabilities in a wide spectrum of discrimination matters and in obtaining community-based services.  The position requires providing legal advice, and representing clients in negotiations, mediations, hearings, and state and federal court.  The attorney will conduct trainings, work on policy matters, participate in outreach activities, and monitor sites that serve individuals with disabilities.  The attorney will work with pro bono partners and in-house volunteers.  In-state travel will be required.

    QUALIFICATIONS:  Preferred applicants will have accomplished written and oral advocacy skills.  Applicants must be licensed in Minnesota, eligible for admission by reciprocity, or licensed by October 2017.  Concern for the needs and rights of people with disabilities is required.  The position also requires excellent oral and written communication skills and the ability to work as part of a team.  Access to reliable transportation statewide is required. Proficiency using Microsoft Windows and Office is required.  Knowledge of disability law as well as familiarity with service systems is desired.  Experience in providing services to individuals with disabilities is desired.  Second language skills and experiences with diverse economic, social, or cultural communities are also a plus.  

     

    COMPENSATION:  The salary will depend on experience, but is capped at $50,000 (year 4 staff attorney level), plus benefits, including vacation, sick leave, family medical, life, and long-term disability insurance.

    About the Job:

    • Demonstrated experience directing legal staff and managing contract and fiscal resources to ensure the success and effectiveness of legal activities.
    • Knowledge and understanding of MnDOT's diverse programs and activities sufficient to identify critical issues that require Chief Counsel, responsible authority, executive leadership, or Commissioner attention.
    • Expert knowledge of strategic planning, organizational behavior, public policy development, data practices and record management.
    • Expert knowledge of litigation practices and techniques, assessment of legal risk, knowledge of negotiation and settlement strategies and techniques, and legal considerations related to settling or compromising lawsuits and claims.

    ·        Expert knowledge of legal case law and industry best practices related to electronically stored information and e-discovery.

    ·        Demonstrated ability to draft proposed legislation and amendments to proposed legislation.

    Demonstrated interpersonal skills sufficient to communicate and collaborate effectively with internal and external stakeholders, attorneys, legislators and other government entities.
