This position serves in the Office of the Chief Counsel as an Associate Legal Counsel and reports to the Senior Legal Counsel or Deputy Chief Counsel.  

This vacancy is being announced at two different job classes at the same time:

At the State Program Administrative Coordinator level, you will provide a variety of legal services in multiple substantive areas of law. Your work will encompass providing legal advice and direction to ensure that MnDOT administers programs and policies in compliance with applicable laws.  This is a transactional law position that is focused on researching and analyzing state and federal statutes, regulations, and case law in order to develop and provide legal advice and guidance; developing and conducting training on legal matters for a variety of internal and external audiences; drafting, analyzing, and making recommendations on a variety of transactional and governance documents; and providing general business advice and guidance with a focus on making effective decisions that take legal risk into account.

At the State Program Administrative Senior level, this entry level transactional law attorney position will draft and review contracts and other legal documents to ensure that the contracts and documents comply with MnDOT’s legal requirements, including the Contract Manual, and meets program goals and objectives.  You will assist, and be mentored by, other attorneys in the Office of Chief Counsel in preparing and providing legal advice to ensure that MnDOT administers programs and policies in compliance with applicable law.  This position will also assist in factual research by gathering information from MnDOT offices and staff, legal and non-legal resources, and then organizing and summarizing the information for potential use in litigation or settlement planning.  This position will also assist in the preparation of legislative reviews of new bills.

MINIMUM QUALIFICATIONS

SPA Coordinator Minimum Qualifications:

A Juris Doctorate degree, an active license to practice law in the State of Minnesota, AND a minimum of two (2) years advanced professional experience and demonstrated knowledge in the following areas:

  • Legal research and analysis, sufficient to comprehend statutes, regulations, case law, and other regulatory materials and to apply findings to specific facts and circumstances.  
  • Legal drafting sufficient to draft contracts and other transactional documents, write clear and concise memos, bulletins, articles, correspondence, and training materials and presentations.
  • Counseling and advising clients in a law firm, business, or clinical setting.

SPA Senior Minimum Qualifications:

A Juris Doctorate degree AND a minimum of one (1) year of professional experience in law and demonstrated knowledge in the following areas:

  • Legal drafting sufficient to draft contracts and other transactional documents, write clear and concise memos, bulletins, articles, correspondence, and training materials and presentations.
  • Counseling and advising clients in a law firm, business, or clinical setting.
