Job Summary

Job Summary

As a Contract Attorney you will provide legal expertise and services relating to complex contract development, review and contract performance in multiple subject areas and issues throughout all of Minnesota Department of Human Services (Department).

Responsibilities

In collaboration with the Division Director, the incumbent develops, implements, and maintains processes that ensure Department program contract staff complies with statutory retainage requirements and state and Department diversity goals related to contracts.
Provides legal advice and counsel to program contract staff to facilitate and enhance their compliance with ethics laws and policies to prevent illegal, unethical or improper conduct in the RFP and contracting processes.

Minimum Qualifications

Human Services Program Representative 1 Minimum Qualifications
Juris Doctorate (J.D.) from an American Bar Association accredited law school; actively licensed to practice law in Minnesota or be actively licensed to practice law in another state and working toward attaining Minnesota licensure within one (1) year of hiring.

Human Services Program Representative 2 Minimum Qualifications
Juris Doctorate (J.D.) from an American Bar Association accredited law school; actively licensed to practice law in Minnesota or be actively licensed to practice law in another state and working toward attaining Minnesota licensure within one (1) year of hiring and 1 year of experience as a practicing attorney. Experience must demonstrate:

Working knowledge of the laws and principles related to contracts;
Human Services Program Consultant Minimum Qualifications
Juris Doctorate (J.D.) from an American Bar Association accredited law school; actively licensed to practice law in Minnesota or be actively licensed to practice law in another state and working toward attaining Minnesota licensure within one (1) year of hiring and 3 years of experience as a practicing attorney. Experience must demonstrate:

Working knowledge of the laws and principles related to contracts;
Extensive knowledge of the legal requirements for contract execution and federal contracting requirements and regulations;
Handling information technology (IT) and intellectual property (IP) issues related to contracts, sufficient to analyze and resolve complex questions of law related to contracts with IT and/or IP components;
Excellent legal research and analysis skills; and
Ability to work independently, prioritize work load, and allocate time in an efficient manner.
Preferred Qualifications

Experience in drafting, negotiating and providing line staff and Senior Executives advice related to Grant Requests for Proposals and Grant Contracts under Minnesota state law.
Experience working with or detailed knowledge of the Minnesota Government Data Practices Act (MGDPA) and the Health Insurance Portability and Accountability Act (HIPAA);
Knowledge of human services programs, including the laws and regulations governing these programs and the local, state, and federal contexts in which they operate and are funded, is also essential;
Variety of experiences working effectively with others from different backgrounds and cultures
