PRIMARY OBJECTIVE 

The City of Bloomington is seeking an individual to act as the City’s legal representative in prosecuting gross misdemeanors, misdemeanors, and petty misdemeanors, as well as to provide legal advice and services to City police officers and  investigators in an effective and timely manner as assigned.

EXAMPLE OF DUTIES 

• Represents the City on misdemeanor and gross misdemeanor arraignment, pretrial, contested hearing, court trial, and jury trial calendar calendars, including: 

• Preparing case files for negotiation and settlement 

• Documenting work in an electronic case management database 

• Reviewing supporting evidence 

• Coordinating witnesses and victims 

• Scheduling hearings and trials 

• Conducting legal research and drafting memoranda on contested issues 

• Questioning witnesses, presenting evidence and oral argument 

• Represents the City on Restorative Court calendars, including liaising with social workers and defense attorneys to move a defendant toward tangible, attainable goals 

• Represents the City in responding to Petitions for expungement 

• Advises police officers and investigators as apparent or as assigned 

• Drafts criminal complaints and charging declination letters for law enforcement 

• Works with crime victim liaison to communicate with victims regarding declinations, case resolutions and expectations, as well as court and jury trial processes, as statutorily required 

• Participates on internal and external committees when appropriate and as assigned 

• Keeps Deputy City Attorney and City Attorney informed of significant matters to ensure the Attorney can perform effectively 

• Performs other duties and responsibilities as apparent or as assigned 

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED 

• Ability to manage caseload successfully 

• Ability to manage demanding calendaring of case types throughout the work-week 

• Ability to effectively and courteously communicate with justice partners and diverse audiences with competing objectives 

• Ability to manage competing demands on time and attention 

• Ability to work independently and as a member of a team 

• Seeks understanding and implementation of new legal technology and procedures 

• Seeks knowledge and understanding of statutes and case law 

• Ability to work effectively in a paperless office that utilizes electronic databases 

MINIMUM QUALIFICATIONS

• Current license to practice law in the State of Minnesota 

• Two years of experience practicing law as a prosecutor or defense attorney litigating criminal cases • Valid driver’s license 

DESIRABLE QUALIFICATIONS 

• Additional experience as a practicing attorney 

• Experience prosecuting criminal cases 

• Experience working as an attorney for a governmental agency 

• Legal case management experience in a paperless working environment 

• Understanding of the dynamics of domestic violence and trauma informed prosecution  

• Experience training justice partners 

• Experience with restorative justice initiatives 

• Experience tracking and drafting legislation
