The Human Resources Supervisor manages all Human Resources services at OAH. Minimum qualifications

  • Four (4) years of full-time equivalent advanced professional level Human Resources work.
    • A Bachelor’s degree in Human Resources, Industrial Psychology, Organizational Management, or other closely related field as determined by the agency may substitute one (1) year of experience.
  • Leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead OR completion of a State of Minnesota leadership program such as Emerging Leaders Institute.
  • Advanced knowledge of and experience with human resource computer systems.

  • Must be able to obtain and maintain full delegation of authority for the agency.

Preferred qualifications

  • Advanced knowledge of and experience with the SEMA4 HR system sufficient to assign, direct, guide, and oversee the work of staff in employee / position transaction processing, enter and review / audit information entered in SEMA4 to ensure accuracy and consistency with collective bargaining agreement / plan provisions, state policy, practices, and procedures.
  • Previous experience maintaining full State of Minnesota delegated authority to administer classification, selection, and compensation program responsibilities.
  • Experience developing and utilizing dashboards, metrics, analytics and reporting tools.
  • Bachelor’s degree in organizational leadership, human resources, or related degree program.
  • Developing, improving, and evaluating agency HR policy, procedures, practices, and work plans.
  • One (1) year of supervisory experience.

Job Summary

This vacancy is being posted at multiple job class levels: Staff Attorney 2 or Staff Attorney 3. Final job class will be determined based on successful applicant's qualifications.

We have multiple tax attorney positions to fill involving individual income taxation, real property taxation, corporate franchise taxation, cannabis, and sales and use tax. As a Tax Attorney with the Department, you will have the opportunity to work as an advisor on tax policy, and on often times high-profile tax issues that make a real difference in the lives of all Minnesotans. Specifically, you will provide legal counsel to the relevant taxing division, the relevant appeals division and the Commissioner's office on questions regarding taxation. This includes drafting legal memos, department publications (Rulemaking, Revenue Notices, Fact Sheets, Industry Guides, FAQ's, and Forms) and provide Department trainings as needed. During the legislative session, you will also draft tax legislation, testify in tax committee and act as a resource regarding tax administration for legislators and their staff. If a case is appealed to court, you will also support the Attorney General's office through that process. Whether you are just beginning your tax career, looking for a lateral change or even a second career in tax law we hope you will apply.

Qualifications

Minimum Qualifications

Staff Attorney 2 Minimum Qualifications:

  • Juris Doctor degree from an ABA-accredited law school.
  • Current license and in good standing to practice law in the state of Minnesota is required prior to appointment.
  • Two plus years of experience as a practicing attorney providing legal advice.
  • Advanced experience in the practice of the relevant tax law; 
  • Exceptional human relations skills, problem analysis and solving skills; and
  • Can demonstrate substantial experience and a proficiency in performing legal research, writing and analysis on diverse and complex matters.

Staff Attorney 3 Minimum Qualifications:

In addition to the qualifications of the Staff Attorney 2, finalists for a Staff Attorney 3 must also meet the following minimum qualifications:

  • Four plus years of advanced expert-level knowledge and expertise in several specialized areas of tax law;
  • Ability to solve novel, complex or unique issues and provide insights regarding the tax system as a whole; and
  • Experience in building and maintaining good working relationships with internal/external stakeholders and providing advice to executives.

Preferred Qualifications

  • Knowledge of state statutes, rules and cases in the law related to individual income taxation or property taxation, or corporate franchise taxation.
  • Experience drafting litigation documents, representing clients in formal and informal judicial and administrative. proceedings, and appearing in court.
  • Work experience at the Minnesota State Legislature and legislative process, drafting legislation and bill amendments, or testifying at legislative committee. 
  • Work experience documenting legislative history, applying the canons of construction and administrative law. 
  • Experience with the compliance aspects of both state and federal individual or corporate income tax law.
  • Working knowledge of the Minnesota disclosure laws.
  • Advanced degree such as a Masters of Business Taxation (MBT), Master of Laws in Taxation (Taxation LL.M.) and/or State Bar Real Estate Law certification.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

FAIR HOUSING INVESTIGATION AND OUTREACH COORDINATOR—FULL-TIME

This is a unique opportunity to champion fair housing and make an impact in the community! Mid-Minnesota Legal Aid (“MMLA”) is seeking a full-time Fair Housing Investigation and Outreach Coordinator for its Housing unit in the Minneapolis office. The Housing unit provides advice, full representation, and pursues litigation on behalf of renters. The Fair Housing Investigation and Outreach Coordinator will work on the Housing team’s Housing Discrimination Law Project (“HDLP”) and report to the Assistant Supervising Attorney project lead.

One unique type of investigation that HDLP uses is “testing” – a process in which volunteers pose as home-seekers and report back on their interactions with landlords, property managers, and leasing agents. The information gathered by testers assists housing attorneys to evaluate complaints about possible violations of local, state, and federal fair housing law. MMLA operates the only fair housing testing program in the state of Minnesota, and testing is an integral part of our Fair Housing Initiatives Program grant from the U.S. Department of Housing and Urban Development.

Employees at MMLA enjoy a flexible schedule, collegial office setting, and healthy work/life balance. This a hybrid position, where the Coordinator works 2 or 3 days remotely and remaining days in the downtown Minneapolis office. RESPONSIBILITIES:

  • Apply the principles of Legal Aid’s Racial Justice Values Statement in all interactions
  • Recruit and manage volunteer testers to pose as prospective home seekers and gather information about rental housing practices
  • Track and organize information about our volunteer testing pool and interested volunteers
  • Train testers based on established protocol and training manual
  • Update tester training materials as needed
  • Send out a periodic fair housing newsletter to volunteer testers with news about our work, our community, fair housing news, and more!

  • Work with other Mid Minnesota Legal Aid offices and our partners at Southern Minnesota Regional Legal Services to identify properties to be tested and recruit testers

QUALIFICATIONS:

-Mastery of Microsoft Office suite, including Outlook and Excel

Position Overview

General Mills seeks an Intellectual Property Counsel for its Legal and Corporate Affairs team located in Golden Valley, Minnesota. General Mills makes food the world loves. Key Accountabilities

  • Develop and execute future-looking IP strategies to support the company’s substantial investments in new technologies
  • Serve as a legal expert in intellectual property law, with a focus on patent and trade secret practice

Description

The Second Judicial District is accepting applications for a combined Court Operations Manager (80%) and Judicial Referee (20%) position. This is highly responsible advanced supervisory and administrative work in the Civil Court Division of the Second Judicial District. 

The Court Operations Manager will be responsible for work involving customer service, filings, and processing for civil, probate, housing, and conciliation court.

The Judicial Referee will be assigned cases primarily in the Civil Division including probate cases but may be reassigned to other areas of the court as needed. This position is located in downtown St. Paul, Minnesota with most work being performed at the Ramsey County Courthouse, 15 W Kellogg Blvd., St Paul, MN 55102. 

This combined position exercises considerable independent judgment, initiative and discretion in developing work methods and operating procedures in order to implement established judicial system and district policies. Employee is permitted substantial latitude in organizing staff, designing and modifying procedures, determining priorities and work methods and in resolving problems.

Work is performed independently within procedural and statutory guidelines under the general supervision of the Civil Division Administrator.

Example of Duties

Court Operations Manager

  • Manages, directs, and coordinates work through subordinate staff, the processing of cases in the Civil Filings Department, Housing Court, Conciliation Court and Probate. 
  • Participates in strategic planning for the department and implements plans where appropriate.
  • Directs the workflow of the division to ensure that work is fairly distributed, that priority work is handled promptly and that deadlines are met.
  • Develops, recommends and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplify work processes so that the division operates more efficiently.
  • Provides orientation to staff members regarding new rules and legislation pertinent to the division and updates appropriate manuals for current use.
  • Interprets statutes, rules and orders and provides recommendations on procedural questions to attorneys, subordinates and the general public.
  • Serves as liaison between the court, Bar, State and County stakeholders, frequent users of the court, and the public relative to the scheduling of cases, access to records and explanation of administrative procedures.
  • Manages the preparation of and timely dispatch of statistical reports, state and county financial reports as may be required or requested.  Reviews case exception or backlog reports and implements corrective action.
  • manages the preparation of court records, documents and information for input into data processing system; monitors data input.
  • Coordinates with the Division's Administrator and the Judicial District Administrator's office on eCourt technologies and strategies; implements procedures and policies once established.
  • Oversees a wide variety of complex court clerical and supervisory clerical assignments; reviews and processes legal documents, assures completeness and accuracy of court records; schedules cases, may be responsible for a specialized case processing activity such as preparing appeals.
  • Oversees and manages facility needs. 
  • Answers procedural questions for staff.

Referee

  • Hears contested and uncontested probate cases, trials, motions, orders to show cause, and hearings.  Work may include hearing name changes, minor settlements, conciliation appeals, consumer credit, housing, and other matters as assigned.
  • Instructs parties and witnesses as to their rights.
  • Questions witnesses; inquires as to the causes for which the persons are brought before the court.
  • Rules on objections to evidence; evaluates evidence.
  • Makes decisions on factual and legal questions; prepares findings and orders regarding the disposition of cases.
  • Completes and prepares orders for a judge's signature; confers with attorneys and the public regarding court matters.
  • Conducts legal research to prepare for court proceedings and litigated matters.
  • Collaborates with other judicial officers and confers with attorneys, justice partners, and the public regarding court matters.
  • Performs related work as required by the Court.

Typical Qualifications

Minimum Qualifications

  • Juris Doctor from an accredited law school.
  • Considerable progressive legal experience as either an attorney representing and/or advising clients in practice or as a judicial officer. 
  • Considerable experience supervising and leading groups of people.

The Office is currently seeking three attorneys who will work in the in the Environmental and Natural Resources (ENR) Division of the Office.

Two positions are for Assistant Attorneys General (AAG) in the ENR Division. The ENR Division represents state agencies, the Office, and the people of Minnesota in matters impacting the environment and the responsible uses of the State’s natural resources. The primary tasks of the appointed attorneys will be to represent State agencies in enforcement matters and their permitting and regulatory decisions.

The third position is for a Special Assistant Attorney General to serve as a fellow sponsored by the New York University School of Law State Energy & Environmental Impact Center (State Impact Center). The Special Assistant Attorney will focus on litigation and regulatory matters designed to combat climate change and foster and improve clean energy initiatives. The position is guaranteed for one year and has the opportunity to continue after that year if funding remains available. Under the structure of this fellowship, the appointed attorney will work solely under the direction of the Office but would be an employee of NYU. The non-partisan State Impact Center supports state attorneys general in defending and promoting clean energy, climate, and environmental laws and policies. Prior experience in environmental litigation is not a requirement for the positions.  The ENR Division has a very diverse practice, with no close analog in private practice.  The division seeks attorneys who can excel at practicing in new areas.

The attorneys we seek for these positions will handle all aspects of a set of assigned cases – including dispositive motion practice, mediation, trial, and appeal.  Since some cases can be venued anywhere in the state, periodic travel throughout Minnesota may be required.

These positions are eligible for hybrid work environment.  

Minimum Qualifications

  • Graduation from a law school accredited by the ABA
  • Actively licensed and in good standing to practice law in the State of Minnesota 
  • An interest in environmental law and protecting the State’s environment and natural resources

Deputy Chief Administrative Officer position

The Deputy Chief Administrative Officer provides executive-level leadership for all administrative staff and services at OAH. The Deputy Chief Administrative Officer is OAH’s highest-level classified manager and serves as a member of OAH’s senior leadership team with the Chief Administrative Law Judge and Deputy Chief Judge.

Minimum qualifications

  • Either:
    • Five years of progressively responsible experience in Human Resources, Financial Operations, Business Operations, Business Administration, or Public Administration, of which three are managerial; or
    • Seven years of progressively responsible experience in Human Resources, Financial Operations, Business Operations, Business Administration, or Public Administration, of which five are supervisory. 
  • And experience must demonstrate:
    • Strength in using business organization principles, policies, procedures, and practices to coordinate diverse programmatic elements into a unified overall program that advance an organization’s value-based mission and vision.
    • Strong leadership skills, including the ability to accomplish a wide range of complex tasks, motivate collaboration and cooperation across teams, and manage change with integrity and credibility.

Preferred qualifications

  1. Knowledge of human resources sufficient to oversee all human resource activities at the court, including talent management, compensation and employee benefits, training and development, compliance, and workplace safety.
  2. Accounting skills, including extensive knowledge of Generally Accepted Accounting Practices (GAAP), to direct the daily operation of the court’s accounting system, ensuring appropriate levels of controls are established and maintained.
  3. Information technology and application capabilities sufficient to identify opportunities for process redesign and improvement; ability to evaluate recommendations and services provided by IT vendors; and make recommendations for needed changes.
  4. Knowledge of the legislative process, including the ability to identify statutory or rule-based barriers to productivity and cost-effectiveness, and to propose legislative solutions.
  5. Experience working in court systems.

Job Summary

The Office is currently seeking an attorney to represent the Office and State agencies in transactional matters.  The focus of the position will be on: (1) advising clients on State contracting statutes; (2) negotiating, reviewing, and drafting contracts for the Office and agency clients; (3) overseeing the work of outside counsel on the issuance of State bonds; (4) general advice to agency clients on statutory and administrative rules issues.  This position has may also provide advice to agency clients on trademark and copyright issues.

The attorney will practice within a cohort of attorneys housed in the Environmental and Natural Resources Division of the Office.  The transactional cohort has a very diverse practice, with no close analog in private practice.  The division seeks attorneys who can excel at practicing in new areas.

This position is eligible for hybrid work environment.  

Minimum Qualifications

  • Graduation from a law school accredited by the ABA
  • Actively licensed and in good standing to practice law in the State of Minnesota 
  • 2 years of relevant transactional practice experience
  • Outstanding oral and written communication skills (a writing sample of up to five pages is required with application submission)
  • Experience using electronic files and case management tools 
  • Ability to:
    • multitask by managing an active caseload and meeting tight deadlines
    • interact and work with a diverse set of clients and members of the public, with a diverse set of needs
    • work in an inclusive, creative, and collaborative work environment while contributing positively to a team

Mid-Minnesota Legal Aid (Legal Aid) is seeking a paid, part-time law clerk for its Minneapolis office as  part of its immigration law unit. The ILP provides legal representation to clients in a full range of  immigration contexts including removal work, adjustment of status, applications for citizenship and  VAWA-based cases including U and T visas. We receive funding from several government and private  sources and enjoy a close relationship with immigrant-led community organizations. ILP works closely  with other units within MMLA to provide holistic legal services. This position will start as soon as  possible after an offer is extended. 

RESPONSIBILITIES

• Dedicate yourself to the principles of Legal Aid's Racial Justice Values Statement in all  interactions. 

• Client communication and follow up to gather necessary information  

• Collect evidence and related documents for cases 

• Work on case assistance projects for Staff Attorneys, including client 

• correspondence, country conditions research, and organizing filings 

• If applicable, research applicable law for cases and draft memos, briefs, and • motions. 

QUALIFICATIONS

▪ Be in second year or beyond of law school 

▪ Be available to serve as a clerk during the summer and fall of 2024, preferred  ▪ Experience in immigration law, preferred  

▪ Commitment to working as a team member to serve clients' needs. 

▪ Proficiency using Microsoft Office required. 

▪ Language proficiency, particularly in Arabic, Hmong, Oromo, Somali, or Spanish, preferred, with  Spanish as the top language preference for this particular role.  

▪ Experience in community outreach and engagement, preferred.  

▪ Diverse economic, social, and cultural experiences preferred. 

COMPENSATION: $20/hour on a part-time basis as soon as hired, preferably through part of Fall 2024
