The Equal Opportunity & Title IX Office is seeking a highly qualified, motivated, and skilled individual to respond to complaints of discrimination, sexual misconduct, nepotism, and related retaliation through investigation and informal problem-solving and to counsel University community members on equal opportunity issues.

The Associate position offers complex, fast-moving and fascinating work in a supportive work environment.  Associates have significant discretion to craft appropriate investigative and informal responses to complaints. Associates also have the opportunity to collaborate frequently with colleagues in the Office and broader University to resolve case-related challenges.  The Office’s work has a significant impact on the individuals and units involved in its cases. Associates’ thoughtfulness, attention to detail, and commitment to equity and diversity is critical.   Associates report directly to the Equal Opportunity & Title IX Director and Title IX Coordinator, who also serves as an Associate Vice President in the Office for Equity and Diversity. 

The Associate position is a full-time, year-round, professional/administrative position. Duties and Responsibilities:

Investigation and Complaint Resolution 85%

  • Investigate complaints of discrimination, sexual misconduct, nepotism, and related retaliation to determine whether University policy violations occurred.
  • Draft clear and accurate reports of investigative findings and make recommendations for responsive action.
  • Engage in informal problem-solving methods to address concerns.
  • Manage cases in timely and effective ways, exercising good judgment.
  • Counsel members of the University community (senior leaders, staff, faculty, and students) on complex equal opportunity issues.

Other Duties as Assigned 15%

  • Participate in new initiatives to improve services.
  • Develop and present educational programs about discrimination, sexual misconduct, equal opportunity, diversity, and other related topics. 
  • Participate in policy development and oversight of the University’s approach to preventing, and responding to, discrimination, sexual misconduct, nepotism, and related retaliation concerns.
  • Participate in committees serving the broader University.

Qualifications

Essential Qualifications:

  • JD from an accredited law school.
  • Knowledge of discrimination, sexual misconduct, and equal opportunity laws.
  • Experience conducting investigations of legal or policy violations. 
  • Exceptional writing and analytical skills.
  • Experience presenting educational materials to adult learners.
  • Exceptional communication, interpersonal skills, and emotional intelligence.
  • Ability to manage and work with conflict.
  • Ability to work independently and efficiently and balance workload.
  • Ability and desire to work actively, collaboratively, and creatively as part of a team.
  • Demonstrated commitment to the principles of equal opportunity, equity, inclusion, and diversity.

Preferred Qualifications:

  • Experience applying discrimination laws.
  • Experience investigating employee and/or student misconduct.
  • Experience developing and presenting educational programs on discrimination, sexual misconduct, equal opportunity, or related topics.
  • Experience using alternative dispute resolution techniques.

About the Department

The Equal Opportunity & Title IX Office (formerly Equal Opportunity and Affirmative Action) is responsible for responding to complaints of discrimination, sexual misconduct, nepotism, and related retaliation through investigation and informal problem-solving processes.  The Office oversees the University’s anti-discrimination policies, and counsels University members on the application of these policies.  Equal Opportunity & Title IX is a systemwide office that reports to the Office of the Vice President for Equity and Diversity.

POSITION OVERVIEW
The United States District Court for the District of Minnesota invites applications for the
position of Career Law Clerk for a United States District Judge. This position will be hired
initially as a two-year term with potential to move to a permanent law clerk position. The
anticipated start date for this position will begin in December 2023.
Law Clerks are an integral part of chambers as they consult with the judge on civil and criminal
matters pending before the Court, research legal issues, draft legal memoranda, opinions and
orders, prepare pre-hearing bench memoranda that identify issues for the judge and questions
for the parties, and prepare the judge for hearings, settlement conferences, and trials.
Law clerk duties include reviewing briefs and other case filings, performing legal research,
writing bench memoranda, and drafting orders and opinions in a wide variety of civil and
criminal cases. Administrative duties will include serving as principal administrative manager of
chambers, regularly reviewing the active case docket and drafting standard scheduling orders
as necessary, training and assisting the term law clerks and student externs and managing the
judge’s schedule.
REPRESENTATIVE DUTIES

  • Research and analyze routine, novel, and complex legal issues in diverse areas of federal
    civil and criminal litigation.
  • Draft orders and memorandum opinions in civil and criminal cases for the judge’s
    review.
  • Prepare bench memoranda and other written materials for motions hearings and trial
    proceedings, as directed.
  • Review complaints, petitions, motions and pleadings that have been filed to determine
    issues involved and basis for relief.
  • Provide information and guidance to the judge on individual cases, as directed.
  • Perform extensive legal research via Westlaw and/or Lexis.
  • Monitor significant changes in federal statutes, sentencing guidelines, and Supreme
    Court and Eighth Circuit precedent.
  • Review and edit orders and memorandum opinions drafted by term law clerks and staff
    attorneys as directed.
  • Maintain liaison between the Court and litigants; correspond with other court officials
    and personnel.
  • Compile statistics and prepare periodic reports, as required.
    Administrative Duties:
  • Regularly monitor dockets of all pending cases and draft standard orders, as
    appropriate, for scheduling and discovery-related issues, default proceedings, service
    deficiencies, and other miscellaneous matters.
  • Perform periodic case review.
  • Train and assist the term law clerks and externs, as required.
  • Receive, screen, and refer telephone and in-person callers as appropriate.
  • Prepare in final form the judge’s written correspondence, memoranda, annual reports,
    and other items.
  • Assemble and attach supplemental material, as required.
  • Monitor incoming mail and email communication.
  • Perform other miscellaneous administrative duties as assigned by the judge and as
    necessary for the efficient operation of chambers.

QUALIFICATIONS AND REQUIREMENTS
At the time of appointment, the candidate must possess the following minimum requirements:

  • Graduation from a law school of recognized standing, and have one or more of the
    following attributes:
    o Standing within the upper third of the law school class from a law school on the
    approved list of either the American Bar Association or the Association of
    American Law Schools;
    o Experience on the editorial board of a law review of such a school;
    o Graduation from such a school with an LLM degree; or
    o Demonstrated proficiency in legal studies, which in the opinion of the appointing
    judge is the equivalent of one of the above.
    Salary depends on qualifications.
  • JSP 11 ($74,973) - graduation from an accredited law school
  • JSP 12 ($89,862) - one year of post-law school graduation experience and bar membership
  • JSP 13 ($106,858) - two years of post-law school graduation experience and bar
    membership
  • JSP 14 ($126,274) – three* years of post-law school graduation experience and bar
    membership (*two of three required years of post-law school graduation experience must
    be federal)
    Legal work experience is progressively responsible experience in the practice of law, in legal
    research, legal administration, or equivalent experience received after graduation from law
    school.
    PREFERRED QUALIFICATIONS
  • Possess a demonstrated commitment to public service or public interest law.
  • Possess superior research and writing skills.
  • Be proficient in computer-assisted legal research, Windows, and Word.
  • Exhibit strong analytical ability.
  • Demonstrate excellent verbal, written, and interpersonal skills.

Job Summary

This position offers a conditional hybrid work schedule which includes telework days and in office days at the St. Paul Department of Labor and Industry (DLI) office building.

Attorneys in DLI’s Office of General Counsel provide legal representation and advice to DLI by applying knowledge of relevant laws, including those governing occupational safety and health, workers’ compensation, wage and hour, prevailing wage, women’s economic security, child labor, data practices, official records, open meetings, combative sports, apprenticeship, dual training, the State Building Code and associated construction codes, and rulemaking under the Minnesota Administrative Procedure Act. Attorneys also provide legal representation to authoritative boards including the Plumbing Board, Board of Electricity, Board of High Pressure Piping Systems and Nursing Home Workforce Standards Board.

  • Representing DLI in regulatory and enforcement actions under its jurisdiction. This includes wage and hour, women’s economic security, prevailing wage, construction misclassification, child labor, combative sports and occupational safety and health enforcement.
  • Providing legal advice to DLI staff on legal issues.
  • Assisting senior attorneys in the Office of General Counsel with legal research, legal writing, rulemaking, contract review, and proposed legislation.
  • Assisting Department staff in redacting not public information from documents in response to data practices requests.
  • Providing other attorney support as needed.

Minimum Qualifications

Current license to practice law in the State of Minnesota.  The license must be in good standing.

Experiential Requirement:

  • One year of experience providing legal representation specializing in employment law, administrative law, occupational safety or health law, or construction law in Minnesota, OR
  • One year of legal experience with one or more rulemakings subject to Minnesota’s Administrative Procedure Act while employed by a governmental entity, OR 
  • One year of experience providing legal representation to a Minnesota governmental entity, OR
  • One year of experience as a judicial law clerk, if the employment was within the last five years, OR
  • Three years of experience providing legal representation specializing in employment law, administrative law, occupational safety and health law, construction law in another US jurisdiction, OR 
  • Three years of experience providing legal representation to a governmental entity in another US jurisdiction, OR 
  • Comparable combination of equivalent experience as listed above.
  • Strong legal writing, legal analysis and verbal communication skills.
  • Ability to review legal documents for relevance, accuracy, correlation, completeness and compliance with applicable laws.
  • Ability to communicate effectively with individuals from a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
  • Ability to work well as part of a team.

Preferred Qualifications

  • Experience with contested case proceedings. 
  • Experience advising on the Minnesota Government Data Practices Act, the Official Records Act and the Minnesota Administrative Procedure Act. 
  • Knowledge of administrative law, labor and employment law, workplace regulations, workplace safety or other employment-related legal areas.
  • Experience with areas of law with intersecting state and federal regulations. 
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
  • Demonstrated commitment to public service.

Domestic Abuse Legal Advocacy Center, PSC (DALAC) is a 501(c)(3) non-profit law firm that provides pro bono legal services to victims and survivors of domestic violence at shelters that it collaborates with here in Minnesota. DALAC has approximately 45 volunteer attorneys that provide pro bono legal services at monthly legal clinics and in-court representation for Orders for Protections and eviction expungements.
The staff attorney would be responsible for providing comprehensive expanded civil legal services through trauma informed legal advocacy to DALAC’s clients, including but not limited to issues involving divorce, custody, child support, spousal maintenance, harassment restraining orders, legal separation, and landlord-tenant through a mentorship model.


The staff attorney will bridge the gap between the emergency legal assistance provided by the volunteer attorney program and extended legal representation victims need to build new lives as survivors of domestic violence.


Duties and Responsibilities:
Provides legal services to clients through a trauma-informed model.
Attends court appearances, argues motions and responsive motions, and takes cases to trial.
Motion practice and trial practice.
Conducts legal interviews as necessary.
Drafts petitions, motions, memorandums of law and other pleadings as necessary.
Researches legal issues as needed.
Provides appropriate referrals to outside agencies and services.
Records all case data as needed to maintain compliance with funders and insurance.
Researches legal issues as needed.
Staffs Legal Clinics as needed.
Follows all requirements of court rules and ethics rules.
Other duties as assigned.

Law Degree.
Minnesota bar admission required.

The Saint Paul City Attorney's Office is a premier public law office of 90-plus legal professionals and support staff practicing in all areas of municipal law including criminal prosecution, civil litigation, municipal governance, contract and procurement, code and licensing enforcement, planning and zoning, real estate, and economic development.
 
The Saint Paul City Attorney's Office is currently accepting applications for a full-time, senior assistant city attorney position in its Civil Division. Duties will primarily include civil transactional and regulatory work and may also include litigation or other work as assigned.
 
Information Specific to this Position:
This position performs wide-ranging, expert level, highly-complex professional legal work in the Civil Division. The worksite for this position is at the St. Paul City Attorney's Office located in downtown Saint Paul. While some telework may be possible upon approval of the City Attorney, this position is not a remote position.
 
Responsibilities may include, but are not limited to:
