Job Summary
This temporary unclassified position is eligible for conditional telework to applicants who reside in Minnesota. This position is eligible for conditional telework to applicants who reside in a state bordering Minnesota and live 50 miles or less from the primary/principal work location.
Attorneys in DLI’s Office of General Counsel provide legal representation and advice to DLI by applying knowledge of relevant laws, including those governing occupational safety and health, workers’ compensation, wage and hour, prevailing wage, women’s economic security, child labor, earned sick and safe time, data practices, official records, open meetings, combative sports, apprenticeship, dual training, the State Building Code and associated construction codes, and rulemaking under the Minnesota Administrative Procedure Act. Attorneys also provide legal representation to authoritative boards including the Plumbing Board, Board of Electricity, Board of High Pressure Piping Systems and Nursing Home Workforce Standards Board.
Job duties for this position may include:
• Representing DLI and authoritative boards in rulemaking proceedings.
• Representing DLI in regulatory and enforcement actions under its jurisdiction.
• Providing legal advice to DLI staff and authoritative boards on legal issues.
• Assisting senior attorneys in the Office of General Counsel with legal research, legal writing, rulemaking, contract review, and proposed legislation.
• Assisting Department staff in redacting not public information from documents in response to data practices requests.
• Advising the commissioner or designated decisionmaker regarding contested cases.
• Representing the Special Compensation Fund in workers’ compensation litigation at the Office of Administrative Hearings and Workers’ Compensation Court of Appeals.
• Providing other attorney support as needed.
If selected for an interview, part of the interview process will include a timed writing component, which involves responding in writing to a legal scenario.
Minimum Qualifications
Current license to practice law in the State of Minnesota. The license must be in good standing.
Experiential Requirement:

  • One year of experience as a licensed attorney in Minnesota providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship), OR
  • One year of legal experience with one or more rulemakings subject to Minnesota’s Administrative Procedure Act or the federal Administrative Procedure Act while employed by a governmental entity, OR
  • One year of experience as a licensed attorney providing legal representation or legal advice to a Minnesota governmental entity or to the federal government, if the employment was within the last five years, OR
  • One year of experience as a judicial law clerk in Minnesota or a federal court after graduation from law school, if the employment was within the last five years, OR
  • Three years of experience as a licensed attorney providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship) in another US jurisdiction, one year of which could be experience as a judicial law clerk in another state court, OR
  • Three years of experience as a licensed attorney providing legal representation or legal advice to a governmental entity in another US jurisdiction, one year of which could be experience as a judicial law clerk in another state court, OR
  • Comparable combination of equivalent experience as listed above.
    In addition to the above experiential requirements, the additional requirements below will be assessed.

    Preferred Qualifications
  • Litigation experience in the area of workers' compensation.
  • Experience with rulemaking subject to Minnesota’s Administrative Procedure Act or the federal Administrative Procedure Act.
  • Experience with contested case proceedings subject to Minnesota’s Administrative Procedure Act or federal administrative law.
  • Experience advising on the Minnesota Government Data Practices Act, the Official Records Act and the Minnesota Administrative Procedure Act, or similar federal laws.
  • Knowledge of workers’ compensation law, administrative law, labor and employment law, construction codes, workplace regulations, workplace safety or other employment-related legal areas.
  • Experience providing legal advice to boards.
  • Experience with areas of law with intersecting state and federal regulations.
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
  • Demonstrated commitment to public service.

POSITION OVERVIEW
The U.S. District Court for the District of Minnesota is seeking a Courtroom Deputy for a Magistrate Judge,
in St. Paul, Minnesota. The Courtroom Deputy performs general and specialized court and courtroom
functions, including managing the judge’s caseload, attending and logging court proceedings, and
processing orders. This job requires a high level of knowledge regarding court and courtroom operations,
some of which are complex. In addition, the person in this position must be able to function at the fully
proficient level of courtroom work, including complete calendar and other reporting responsibilities.
REPRESENTATIVE DUTIES

  • Manage judge’s cases, including monitoring filing of pertinent documents; calendaring hearings and
    meetings; distributing, monitoring, and enforcing deadlines and ensuring timely responses to
    judicial orders.
  • Calendar and regulate case movement.
  • Serve as primary source of information on scheduling conferences, hearings, trials, and other case
    processes.
  • Manage and organize exhibits used in court proceedings, including setting up and troubleshooting
    electronic evidence presentation systems. Assist with the orderly flow of proceedings including,
    but not limited to, setting up the courtroom, and assuring presence of all necessary participants.
    Prepare minute entries electronically.
  • Review cases or reports for necessary actions. Review the quality of electronically filed documents,

  • Draft orders and judgments for the judge’s approval. Docket orders, pleadings, judgments, and
    minutes as directed by local court policy, utilizing applicable automated systems.
  • Assist in the accurate statistical reporting requirements of the Administrative Office.
  • Review CJA eVoucher emails and forward to judge for processing.
  • Serve as liaison with law school externship coordinators and as a resource for student externs in
    chambers.
  • Communicate with parties and answer procedural questions without providing legal advice.
  • Consistently demonstrate sound ethics and judgment.
  • Perform other duties and responsibilities as assigned.
    MINIMUM QUALIFICATIONS
  • High school diploma or equivalent; and
  • Two years specialized experience. Specialized experience is progressively responsible clerical or
    administrative experience requiring the regular and recurring application of clerical procedures that
    demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the
    routine use of specialized terminology and automated software and equipment for word
    processing, data entry or report generation.

entering orders and judgments, and compiling minutes and statistical reports. This job requires

close attention to detail. The typical work schedule for this position is Monday through Friday,
8:00 a.m. until 5:00 p.m. (On infrequent occasions, additional hours may be required, such as

REPRESENTATIVE DUTIES

  • Schedules all trials, hearings, and other case-related activities. Works closely with the
    lawyers and with court personnel to make sure that cases proceed quickly and efficiently.
    Serves as the "gateway" through which every case-related phone call, letter, pleading,
    motion, and other paper passes. Decides what needs the Chief Judge's attention, what
    needs the attention of a law clerk, and what can wait. Schedules interpreters as needed.
  • Accompanies the Chief Judge in court when required. Sets up the courtroom in the
  • morning and closes it up at night. Administers oaths, takes care of the jury, handles the
  • exhibits, and works with the lawyers and witnesses to make sure that trials and court
  • hearings proceed smoothly. Takes notes of proceedings, rulings, and notices, and
  • prepares minute entries electronically.
  • Drafts and enters routine orders and judgments, such as orders dismissing cases that have
    been settled and orders referring matters to magistrate judges.
  • Records minutes and compiles statistical reports, such as reports on the Chief Judge's
    caseload and on the time that the Chief Judge spends in court.
  • Maintains the Chief Judge’s in-court calendar. Shares responsibility for maintaining the
    Chief Judge’s out-of-court calendar with his Judicial Assistant, who handles most
    scheduling of meetings, conferences, interviews, attorney admissions, and
    naturalization ceremonies.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree; and
  • Two years of clerical or administrative experience requiring the ability to apply a body of
    rules, regulations, directives, or laws and involving the routine use of specialized
    terminology and automated software for word processing, data entry, or report
    generation.
    PREFERRED QUALIFICATIONS

  • The candidate must have an understanding of the litigation process, good judgment,
    excellent communication skills (including strong writing ability), and knowledge of or a
