[ST. PAUL, MN] – Today, the Commission on Judicial Selection announced two vacancies in Minnesota’s Ninth Judicial District. The vacancies will occur upon the retirement of the Honorable Robert D. Tiffany and the resignation of the Honorable Korey Wahwassuck. These seats will be chambered in Park Rapids in Hubbard County and Grand Rapids in Itasca County.

The application process is now open for these vacancies. The commission is searching for fair, experienced, and civic-minded individuals to serve on the bench and offer their talents and services to Minnesota’s judicial system. Job Summary

The Office is currently seeking an Assistant Attorney General in the Education Division of  the Office. The attorney’s primary caseload will involve representing the Minnesota  Department of Education and Minnesota State Colleges and Universities in lawsuits and  administrative proceedings. The attorney may also advise and represent one or more of  the three public pension funds in litigation. This work may include opportunities to defend  claims that Minnesota statutes are unconstitutional or to work on cases of state-wide  impact. 

A successful candidate will have the opportunity to support the mission of the office by: 

• Litigating cases in state and federal district courts and at the Office of  Administrative Hearings; 

• Advising agency clients during administrative appeals;  

• Acting as lead counsel in all phases of assigned cases, including pleading,  discovery, trial, and appeal with minimal oversight;  

• Assisting and supporting other attorneys in the division on cases requiring more  than one attorney; and 

• Responding to citizen inquiries. 

This position requires travel to counties throughout the state. 

This position is eligible for a hybrid work environment. 

Minimum Qualifications 

• Graduation from a law school accredited by the ABA and licensed to practice in  the State of Minnesota

• Three years of complex civil litigation experience (clerkship experience will be  considered) 

• Experience using electronic files, case management tools, and e-discovery  platforms 

• Excellent research and writing skills (a cover letter with a writing sample of up to  five pages are required with application submission) 

• An interest in handling cases involving complex statutory schemes • Ability to:  

o litigate autonomously and make strategic legal decisions as lead counsel  on a diverse caseload 

o counsel and advise clients throughout all stages of a case 

• Proven ability to:  

o contribute positively to a team and interact successfully with clients and  members of the public 

o work in an inclusive, creative, and collaborative work environment o multitask by managing an active caseload and meeting tight deadlines

The Hennepin County Attorney's Office’s (HCAO) Conviction Integrity Unit (CIU) is seeking an experienced licensed Attorney with Admission to the Bar of the State of Minnesota or ability to obtain Minnesota licensure as a conditional offer of employment, to review prior convictions of the HCAO for indicators of actual innocence, constitutional violations, excess sentences, or other injustices.

The CIU rectifies wrongful convictions and excessive or unjust sentences and identifies errors in past prosecutions so the HCAO right past wrongs and take steps, along with its justice partners, to prevent such errors from recurring.

Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit the employee referral program. 

Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Review prior convictions of the HCAO for indicators of actual innocence, constitutional violations, excess sentences, or other injustices.
  • Assist with developing and deploying a strategy for identifying prior convictions and reviewing and responding to applications from individuals seeking to have their convictions reviewed by the CIU. 
  • Obtain and review voluminous court records, law enforcement documents, and all other documents connected with or relevant to a criminal prosecution.
  • Partner and collaborate with attorney’s, law enforcement agencies, counsel for represented parties, and other stakeholders in the review of cases.
  • Oversee DNA and other forensic testing on cases.
  • Engage in legal research to assess claims relevant to prior convictions under review. 
  • Make recommendations on courses of action and remedies, if any, based on review of cases and findings
  • Prepare motions, briefs, and other legal papers in connection with court proceedings resulting from the CIU’s case reviews.
  • Appear in court in connection with court proceedings resulting from the CIU’s case reviews.

Need to have:

  • Admission to the Bar of the State of Minnesota or ability to obtain admission to the Bar as part of conditional job offer and two or more years of experience as a practicing attorney. One year of this experience may be required in a defined specialty area.

About the Position

The Saint Paul City Attorney's Office is accepting applications for multiple senior attorney positions in its Civil Litigation Division. The pay range for a senior attorney is $131,927.00 - $165,328.07 and will be dependent on qualifications. 

Positions in this class perform a wide variety of very complex professional legal work at the full performance level in the City of Saint Paul City Attorney's Office to include representing the City and City employees in civil litigation, and providing general legal services to various City departments, divisions, offices, authorities, boards, commissions and committees; and performs related duties as required.

Information Specific to these Positions: 
These positions will involve litigation of a wide range of civil actions including civil rights, land use, contracts, employment and various tort claims. The successful candidates must:

  • Conduct legal analysis of standard and complex civil actions initiated against the City of Saint Paul, city employees and elected officials.
  • Develop sustainable litigation strategies for a variety of pending and threatened civil actions.

About the Great North Innocence Project
The mission of the Great North Innocence Project is to free the wrongfully convicted and prevent future wrongful convictions from occurring in Minnesota, North Dakota, and South Dakota. Since its inception in 2001, the Great North Innocence Project has screened and investigated individuals’ credible claims of actual innocence, and represented people who were wrongfully convicted or incarcerated for crimes they did not commit. The Great North Innocence Project also educates attorneys and other criminal justice professionals on best practices, and works to reform the criminal justice system to prevent innocent people from going to prison. The Great North Innocence Project is a founding member of the Innocence Network, an international group of nonprofit organizations, law schools, public defender offices, and law firms who share our goals. The Great North Innocence Project is on a strategic path of growth to serve the needs of the innocent and their communities in our three-state region.

About the Position:
A challenging and rewarding position focused on the goal of exonerating innocent people. This position works under the direct supervision of the Great North Innocence Project’s Legal Director, with additional supervision by the Executive Director as appropriate. The Staff Attorney is part of a cohesive team of professionals who are focused on fulfilling all aspects of the mission of the Great North Innocence Project. The Staff Attorney will be responsible for screening, investigating, and litigating cases in which an incarcerated individual is claiming actual innocence. The Staff Attorney will collaborate with and manage volunteer attorneys, law students, paralegal interns, professional investigators, and expert witnesses on some cases. The cases that this attorney will encounter may involve complex issues of forensic science and difficult factual issues that require experience in the criminal legal system and/or post-conviction litigation experience.

Key Responsibilities Include:
 Ensuring that innocent inmates receive high quality legal representation by assisting them with their claims of actual innocence and serving as the primary attorney on selected cases
 Performing investigation of cases, including searching for potential witnesses and other interested parties, interviewing witnesses, writing and obtaining affidavits, and locating physical evidence, as well as recruiting and supervising professional investigators to help with the above efforts
 Finding, hiring, and consulting with experts in a variety of specialized subject matters, primarily in matters of forensic science and medical science, and learning about those areas when applicable to a case to be able to interpret expert reports
 Litigating cases where there is evidence of actual innocence by preparing and filing appropriate motions and briefs, interfacing with prosecutors and judges, and appearing in state and federal district and appellate courts for evidentiary hearings, oral arguments, and other appearances
 Collaborating with pro bono attorneys brought in to assist with litigating cases under the direction of and in partnership with the Staff Attorney
 Corresponding with inmates and their supporters on cases assigned to the Staff Attorney
 Supervising interns, law students, and volunteers who work on cases assigned to the Staff Attorney
 Providing details and reports of all work done to maintain compliance with any reporting requirements of the organization, its donors or grantors
 Assisting the Executive Director and other staff with information and outreach for the organization, its donors, or grantors
 Working on legislative and administrative policy advocacy as needed
 Teaching, research, and writing in areas related to substantive post-conviction and criminal justice issues
 Traveling by car or airplane, depending upon distance and cost. This likely will occur once or twice a month, but may increase or decrease over time

Compensation and Benefits:

THE OPPORTUNITY

This position works out of our Minneapolis, MN or Austin, TX location in the Electrophysiology Division.  

Abbott is currently seeking an experienced commercial attorney to provide legal advice to Abbott’s Electrophysiology Division. As a member of the team, the attorney will provide legal guidance to Abbott’s Electrophysiology business unit across a variety of areas, including research & development, supply chain, clinical, regulatory, quality, marketing, and sales.

WHAT YOU’LL WORK ON

  • Provide legal counsel to Abbott’s Electrophysiology team on compliance, risk management, and other legal issues in the context of federal and state regulatory requirements, including those relevant to sales and marketing of products to health care professionals and reimbursement by government programs areas, for example, fraud and abuse (Anti-Kickback Statute, False Claims Act), FDA regulation (Food, Drug & Cosmetic Act), privacy (HIPAA), and anti-corruption (Foreign Corrupt Practices Act).
  • Possess strong knowledge of corporate and commercial/transactional law and demonstrated expertise in drafting and negotiating complex commercial agreements and advising and counseling clients on a range of business transactions and operational matters.
  • Participate in the drafting, negotiating, and reviewing a wide range of agreements, including major commercial contracts and complex agreements with suppliers, researchers, hospitals, GPOs, governmental entities, and health care professionals.
  • Facilitate the business objectives of Abbott by providing practical, timely, and effective legal support, while minimizing potential legal risks.
  • Supervise and direct outside counsel as needed.
  • Work in close cooperation with compliance organization to coordinate and streamline efforts.
  • Identify training needs and assist in development and presentation of training and education regarding legal requirements and developments.
  • Develop a thorough understanding of and familiarity with Abbott’s businesses, its people, products, markets, facilities, customers, and competitors, and use this knowledge in providing guidance and counsel to the Electrophysiology team.

REQUIRED QUALIFICATIONS

  • Possess a Juris Doctor degree from an accredited law school, demonstrate a strong academic background, and be admitted to a US state bar in good standing.
  • 7 years minimum, prefer 8+ years of experience as a commercial attorney at a top law firm and/or in-house.
  • Ability to handle multiple projects in fast-paced environment and exercise sound commercial and legal judgment.
  • Strong process and analytical skills.
  • Excellent problem-solving ability.
  • Excellent time management skills and ability to manage competing priorities while ensuring timely completion and follow-up.
  • Ability to independently handle complex matters with minimal supervision and understand which issues to elevate to senior management and appropriate timing for doing so.

PREFERRED QUALIFICATIONS

  • Experience representing an FDA regulated company, including knowledge of corporate law, fraud and abuse laws, Anti-Kickback law, Sunshine Law, AdvaMed Code, HIPAA, and other laws and regulations pertaining to the pharmaceutical or medical device industry.
  • Medical device, pharmaceutical or other health care business experience, and/or hospital/health system experience. 
  • Demonstrated ability to understand and comply with applicable FDA regulations and company operating procedures, processes, policies, and tasks.
  • Proven ability to lead attorneys and/or paralegals, and to perform successfully in cross-functional teams, with the ability to lead and mentor.

Job Summary

The Office is currently seeking an Assistant Attorney General in the Education Division of  the Office. The attorney’s primary caseload will involve representing the Minnesota  Department of Education and Minnesota State Colleges and Universities in lawsuits and  administrative proceedings. The attorney may also advise and represent one or more of  the three public pension funds in litigation. This work may include opportunities to defend  claims that Minnesota statutes are unconstitutional or to work on cases of state-wide  impact. 

A successful candidate will have the opportunity to support the mission of the office by: 

• Litigating cases in state and federal district courts and at the Office of  Administrative Hearings; 

• Advising agency clients during administrative appeals;  

• Acting as lead counsel in all phases of assigned cases, including pleading,  discovery, trial, and appeal with minimal oversight;  

• Assisting and supporting other attorneys in the division on cases requiring more  than one attorney; and 

• Responding to citizen inquiries. 

This position requires travel to counties throughout the state. 

This position is eligible for a hybrid work environment. 

Minimum Qualifications 

• Graduation from a law school accredited by the ABA and licensed to practice in  the State of Minnesota

• Three years of complex civil litigation experience (clerkship experience will be  considered) 

• Experience using electronic files, case management tools, and e-discovery  platforms 

• Excellent research and writing skills (a cover letter with a writing sample of up to  five pages are required with application submission) 

• An interest in handling cases involving complex statutory schemes • Ability to:  

o litigate autonomously and make strategic legal decisions as lead counsel  on a diverse caseload

Position Description

This is a unique opportunity for an attorney to make significant contributions to public safety reform efforts in the City of Minneapolis by working on the team implementing the settlement agreement with the Minnesota Department of Human Rights. The attorneys on the implementation team will support increased transparency and public input; improved oversight and accountability systems; and enhanced support for officers through robust employee wellness programs, training, and supervision. This position will collaborate and partner with the Minneapolis Office of Community Safety, the Minneapolis Police Department and other City departments to help achieve lasting positive change.
 
Working under the Managing Attorney – Implementation, this attorney will be part of a team that is working to implement many reforms required by the settlement agreement with the Minnesota Department of Human Rights (MDHR). Eventually, this position may perform similar work with the U.S. Department of Justice.

There's currently one full-time vacancy to be filled in the Civil Division of the City Attorney's Office.

Job Duties and Responsibilities

  • Interpret the terms of the MDHR settlement agreement and advise departments and individuals in the City on compliance requirements.
  • Work with partners in the Minneapolis Police Department, Department of Civil Rights, and other departments to develop policy, training, plans, capabilities, and systems to accelerate public safety reform. 
  • Research and advise on legal issues related to reform efforts; use innovative problem-solving skills and business judgment to resolve issues and minimize risk for the City. 
  • Represent the City in court hearings and submissions related to the MDHR settlement agreement. 
  • Work with the MDHR and the independent evaluator regarding compliance with the agreement.  
  • Conduct legal research and prepare legal opinions on issues.
  • Represent the City in federal and state trial and appellate courts and before administrative agencies.
  • Represent the City at all stages of legal matters related to pattern and practice investigations and associated settlement agreements or consent decrees.
  • Draft or review contracts and other legal documents.

Required Qualifications

Minimum Education

The Office of General Counsel provides a wide range of legal and advisory services for the Metropolitan Council board and the organization’s regional administration, management, and staff of its operating divisions.  The Council’s Data Practices Office is housed within the Office of General Counsel. It receives and responds to data requests; partners with all five divisions; and ensures that the Council complies with the Minnesota Government Data Practices Act. The successful applicant will coordinate data requests involving the Council’s Metro Transit division and work closely with Metro Transit leadership and staff. They will be under the general supervision of the Head of Data Practices.

How your work would contribute to our organization and the Twin Cities region:

The Data Practices Specialist will support public access to Metropolitan Council information as well as data privacy rights. The position manages data requests involving the Council’s Metro Transit division by collecting, reviewing, and redacting government data in accordance with the Minnesota Government Data Practices Act and other privacy and disclosure laws.

What you would do in this job

  • Under the supervision of the Head of Data Practices, ensure the Council’s compliance with the Minnesota Government Data Practices Act (MGDPA).
  • Communicate with data requesters and respond to data requests.
  • Work with Metro Transit staff to understand responsive data and gather documents and data that respond to data requests.
  • Track outstanding documents and data needed to respond to data requests; follow-up with Transit staff regularly to ensure timely receipt of the data. Assist Transit staff with questions about data requests.
  • In consultation with the Head of Data Practices, review documents and data for responsiveness. Mark for redaction data that are classified as private, confidential, nonpublic, or not public under the MGDPA, or nonpublic data under federal laws and regulations.  
  • Work with technology, software, and audio/video platforms to gather data and help requesters of various skill levels access the data.
  • Manage data request documentation in the Data Practices Office’s data request management system.   
  • Represent the Data Practices Office within the Metro Transit division. 
  • Communicate and build trust across the Metro Transit division; with other Council stakeholders; and with data requesters.
  • Work with Data Practices Office colleagues to develop internal guidance, systems, and processes to support the work of the Office and its internal customers, including Metro Transit.  
  • Remain current in and participate in continuing education and training opportunities related to data practices, e-discovery, records management, and commonly used standards, methods, and procedures.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience (in legal assistance, document management, discovery, data practices or related area) and completed education (degree field of study in Law, Paralegal Studies, Business Administration, Public Administration, or a closely related field):

  • Bachelor’s degree or higher with two (2) years of experience
  • Associate degree with four (4) years of experience
  • High school diploma/GED with six (6) years of experience

What additional skills and experience would be helpful in this job (desired qualifications):

  • One (1) year working with the Minnesota Government Data Practices Act (MGDPA).
  • Demonstrated experience applying the MGDPA to a wide variety of types of data typically held by government entities.
  • Experience working with electronic data and records management systems.
  • Advanced computer skills including use of software redaction tools, e-discovery software, and document management software.
  • Experience working across groups in a large, complex organization.
  • Public sector experience or demonstrated knowledge of public sector obligations.
  • Experience working with diverse internal and external customers. 

What knowledge, skills and abilities you should have within the first six months on the job:

Knowledge of:

  • Data privacy and transparency concepts, including specific knowledge of the MGDPA and other data privacy laws and regulations. 
  • Document review, e-discovery, or similar data review processes.
  • Data management concepts, principles, and processes.
  • Records management concepts, principles, and processes.

Skills in:

  • Communicating both orally and in writing.
  • Time management and organization.
  • Reviewing, understanding, and applying laws, statutes, and regulations. 
  • Interpersonal relationships, and comfort working with individuals at all levels of the organization as well as a broad range of external customers.
  • E-discovery and document retention platforms and the use of redaction tools.

Ability to:

  • Work both independently and in a team setting.
  • Collaborate and problem solve.
  • Prioritize and organize tasks effectively to meet deadlines.
  • Work in, learn and help others understand a wide variety of technology, software, data storage, and audio/video platforms. 
  • Exercise independent judgment and apply redactions consistent with state and federal privacy and disclosure laws.
  • Work in a setting requiring confidentiality and sensitivity to privacy needs.
  • Work within and meet deadlines with a minimum of oversight, with accuracy and attention to detail.
