- Using research and writing skills, support the litigation and policy work of the Department by conducting legal and policy research to produce written products that collect and apply research to issues concerning the Department.

Plan and conduct independent investigations into allegations of violations of City Ordinance.

The Esperanza Legal Services Project (ELSP) Staff Attorney is responsible for leading the new initiative of the ELSP, including planning and implementing priorities, as well as providing high quality legal information, counsel, and representation to clients. About us Esperanza United mobilizes Latinas and Latin@ communities to end gender-based violence. Formerly Casa de Esperanza, Esperanza United was founded in 1982 by a small group of persevering Latinas as an emergency shelter in St. Paul, Minnesota. We continue to ground our work in community strengths and wisdom, as we serve Latin@s locally and nationwide.
Core responsibilities
- Provide effective legal assistance to Latin@ survivors of gender-based violence and clients of the ELSP.
- Directly supervise ELSP legal coordinator.
- Assist in the development and creation of the ELSP.
- Work closely with OVW TTA providers, community partners, and program coordinator to develop appropriate policies and procedures for the ELSP.
- Work closely with family advocacy team to provide holistic case management and support.
- Successfully handle all aspects of a domestic violence family law case load, including protection orders, divorce matters, custody, and/or child support. Caseload to include brief advice, unbundled services, and full representation in court.
- Develop, promote, and participate in program initiatives to link with other community organizations to enhance Esperanza United legal services.
- Maintain knowledge of current resources offered by Esperanza United and other community organizations.

Job Summary
The Minnesota Pollution Control Agency ("Agency") regulates environmental pollution through the authority of state and federal statutes, including the Clean Air Act, Clean Water Act, RCRA, CERCLA/MERLA, MEPA, and other state and federal laws and rules. The Agency's Legal Services Unit (LSU) provides legal support to state environmental programs that issue permits, conduct compliance and enforcement, and oversee investigation and remediation of contaminated sites. The Deputy General Counsel position exists to provide the Agency with legal expertise to support the Agency’s work by ensuring compliance with state and federal laws, coordinating with the Minnesota Attorney General’s Office (AGO) on the preparation and conduct of the Agency’s litigation and administrative appeals, and providing legal advice to the General Counsel and the Agency on a variety of complex legal issues. This position includes assisting the General Counsel in managing the work, resources and administration of the LSU including directing and coordinating legal strategies and projects. The incumbent will lead Agency litigation matters and high-profile legal issues and data requests. This position will supervise and evaluate performance of a team of attorneys and non-attorneys who provide legal advice and other legal services to Agency leaders, directors, managers and staff; provide legal training on a variety of topics to the Agency attorneys and staff; collaborate with other Agency attorneys and staff on the implementation of Agency legal policies and best practices; oversee the Agency’s legal support on assigned subject matter areas and data practices; coordinate and complete special projects as assigned by the General Counsel; and assume the duties of the General Counsel in case of absence.
Minimum Qualifications
Juris Doctorate (J.D.) degree from an ABA accredited law school.
Must be licensed to practice law in the State of Minnesota and current with continuing legal education requirements.
Seven (7) years as a practicing attorney in environmental law or closely related area of law that includes experience managing litigation.
Experience providing legal advice to senior management or executives.
Ability to supervise and manage professional staff.
Communication skills to work effectively with a wide range of people, including technical and scientific staff, and the ability to understand scientific and technical information and data.

This position serves as the chief legal advisor to the Department of Human Services (DHS) Inspector General and manages and oversees legal functions (fair hearings, contested case hearing, district and appellate court) across regulatory (licensing and background studies) and program integrity divisions of the Office of Inspector General (OIG).
The position coordinates and consults with the DHS General Counsel’s Office, Attorney General’s Office and other internal and external partners regarding criminal, civil, and administrative enforcement actions involving activities of the OIG. The incumbent maintains a thorough foundation in the principles and practices of law to provide expert advice and counsel with an equity lens to the OIG’s legal activities.
