Job Summary
- This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework.

The incumbent in this role performs research and provides legal advice and strategies to assigned business units of the Department’s Office of Inspector General (OIG), Department staff and counsel whose work intersects with OIG, regulated providers and programs, and the general public regarding application of statutes and rules under the OIG’s jurisdiction.
This posting covers two positions within the OIG Legal Counsel’s Office. Each provides legal expertise in an area of focus.
One position advises the Background Studies Division and other areas of DHS on state and federal requirements for background studies for child care, child foster care, adoption, and related program types. This position will also work closely with the Department of Children, Youth, and Families as issues overlap.
The other position advises the Background Studies Division and other areas of DHS on legal issues associated with background study systems and vendors. This includes advising on data privacy, state and federal compliance, and related issues involving the NETStudy 2.0 system, fingerprinting vendor, and related processes. This position will also have primary responsibility for drafting and editing all professional/technical contracts and other agreements related to background study systems and vendors.
Qualifications
Minimum Qualifications

JD degree from an ABA accredited law school;
Current license and in good standing to practice law in Minnesota;
At least five (5) years’ experience as a practicing attorney background studies systems and vendors. An area of law related to the position means the application of Minnesota Statutes Chapter 245C (Background Studies Act) to four or more of the following state and federal laws and regulations:
Child Care Development Block Grant Act (CCDBG)
Adam Walsh Act
Family First Prevention Services Act (FFPSA)
Child Abuse Prevention and Treatment Act (CAPTA)
Native American Children’s Safety Act (NACSA)

Experience must demonstrate the following:

Job Duties and Responsibilities
Act as project and compliance manager for the Department of Civil Rights by developing procedures and compliance plans to assess adherence to the Minnesota Department of Human Rights Settlement Agreement and any future mandated reforms.
Manage professional contracts including, overseeing the preparation of the request for proposals, assisting in negotiating and preparing the final contract and any amendments (with assistance of staff attorney(s)), and reviewing all invoices prior to payment.
Oversee Settlement Agreement and Consent Decree compliance.
Prepare status reports and presentations for approval and monitor it to ensure compliance.
Provide Department representation in the design and deployment of new Records Management System
Serve as Department representative at both internal and external meetings to provide Division-specific updates, information and statistics.
Monitor against project contingency, reviewing, and approving all changes in collaboration with Division heads
Ensure appropriate input from various authority positions.
Oversee portions of the construction activities including, reviewing and approving change and adjustments orders and approval of all payments.
Serve as a point of contact for Department and Divisions.
Oversee and ensure that appropriate Committee in the City Council and at other decision-making boards receive all materials in timely manner and that required project approvals are secured.
Coordinate the Risk Management activities for the project.
Oversee the civil rights staff on the project.

Hennepin County District Court seeks to fill one Spanish Court Interpreter position. This position will provide court-related interpreter services, translate court documents, and assist in district training programs to raise awareness on cultural, interpreter and bilingual issues.
This position is classified as a Court Interpreter and will have workspace in the Scheduling and Interpreter Unit, located downtown Minneapolis in the Hennepin County Government Center at 300 South 6th Street, Suite C-2475 (24th Floor), but will perform interpreter services at any of the district court locations. Typical hours for this position are 8:00 am - 4:30 pm, Monday-Friday, but may vary depending on the assignment and division needs.
The expected starting salary for external candidates is at least $27.95 per hour and may be higher, depending on qualifications. This position is non-exempt under the Fair Labor Standards Act and are eligible for State of Minnesota employee benefits.
EXAMPLE OF DUTIES:
Provide accurate in-person Spanish interpretation both simultaneous and consecutive, of court proceedings to ensure access to justice for litigants, witnesses and judicial officers, as well as for customers at public service counters or over the telephone on an on-call basis.
Interpret for the court and court customers using a variety of remote technology mediums to increase timely access to the resolution of cases.
Translate or proof translations of a wide variety of court documents to meet the needs of the court.
Provide guidance to Hennepin County District Court contract interpreters and agencies to facilitate quality services for the court.
Assist with training programs provided to court staff, judicial officers and contract interpreters to raise cultural awareness on interpreter and bilingual issues.
Assist the division and court administration with developing interpreter policies and procedures by providing expertise and insight into court interpreter services.
Contribute to the business need of the division by assisting court administration with developing and facilitating training programs, interpreter billings, technology, and scheduling.
TYPICAL QUALIFICATIONS:
Minimum Education
Graduation from high school, or equivalent.
Certification/Licensure
Qualifications for employment as a Court Interpreter are governed by Court Policy 513(c) Court Interpreter Roster Qualifications Policy. Qualified applicants are either certified or meet the requirements for employee court interpreters.
For applicants who are certified court interpreters in the target language:
Meet the requirements under Minn. Gen. R. Prac. 8.01 to be included on the statewide roster.
Achieved certification status under part IV.B of Court Policy 513(c) Court Interpreter Roster Qualifications Policy.
Successful completion of a criminal background study.
OR, if the selected applicant is not certified in the target language per policy 513(c), they will:
Meet the following requirements as part of a contingent offer of employment:
Achieve a passing score on the English Proficiency Test provided by the National Center for State Courts (NCSC) in Minnesota or another state. Or if approved by the Program Coordinator, achieve a score of Advanced Mid or higher on an English Oral Proficiency interview that is approved by the Program Coordinator.
Achieve a score of Superior in an Oral Proficiency Interview language assessment in the target language, administered by Language Testing International
Successful completion of a criminal background study.
Meet the following requirements under Minn. Gen. R. Prac. 8.01 to be included on the statewide roster within 30 days of start date:
Successfully complete the New Interpreter Orientation as defined by the Program Coordinator.
Achieve a passing score on the Ethics and Legal Terminology portion of the NCSC Written Test.
File a written affidavit which will be effective during the length of employment, agreeing to comply with the Code of Professional Responsibility for Interpreters in the Minnesota State Court System.
Minimum Knowledge, Skills, and Abilities:
Knowledge and experience using remote technology and computerized office programs.
Demonstrated ability in navigating difficult situations and resolving issues in a respectful and courteous manner, including using alternative approaches to achieve outcomes.
Experience and skill in simultaneous and consecutive interpretation and sight translation.
Ability to be flexible and prioritize work in a fast-paced environment.
Ability to make work-related decisions in accordance with laws, regulations, policies, and procedures, including the ability to apply the Code of Professional Responsibility for Interpreters.
Experience and ability to establish and maintain effective working relationships with individuals from diverse backgrounds within and outside of the Judicial Branch
Ability to contribute to project work groups and successfully participate in project initiatives related to enhancing interpreter services.
Preferred Qualifications:

Job Summary
This position offers a conditional hybrid work schedule which includes telework days and in-office days at the St. Paul Department of Labor and Industry (DLI) office building.
Attorneys in DLI’s Office of General Counsel provide legal representation and advice to DLI by applying knowledge of relevant laws, including those governing occupational safety and health, workers’ compensation, wage and hour, prevailing wage, women’s economic security, child labor, earned sick and safe time, data practices, official records, open meetings, combative sports, apprenticeship, dual training, the State Building Code and associated construction codes, and rulemaking under the Minnesota Administrative Procedure Act. Attorneys also provide legal representation to authoritative boards including the Plumbing Board, Board of Electricity, Board of High Pressure Piping Systems and Nursing Home Workforce Standards Board.
Job duties for this position may include:
• Representing DLI and authoritative boards in rulemaking proceedings.
• Representing DLI in regulatory and enforcement actions under its jurisdiction.
• Providing legal advice to DLI staff and authoritative boards on legal issues.
• Assisting senior attorneys in the Office of General Counsel with legal research, legal writing, rulemaking, contract review, and proposed legislation.
• Assisting Department staff in redacting not public information from documents in response to data practices requests.

In addition to the above experiential requirements, the additional requirements below will be assessed. - Legal writing, legal analysis and verbal communication skills.
- Ability to review legal documents for relevance, accuracy, correlation, completeness and compliance with applicable laws, and produce written work under time constraints.

RESPONSIBILITIES:
• Represent clients in legal proceedings, including negotiations, mediations, and court appearances.
• Conduct thorough research and analysis of legal issues to provide informed advice to clients.
• Draft and file legal documents such as motions, pleadings, and agreements.
• Manage a full caseload, ensuring timely and effective prioritization of tasks to meet deadlines.

OTHER QUALIFICATIONS:
Required Qualifications:
• 3-5 years of experience as a licensed and working attorney.

Preferred Qualifications:

COMPENSATION:
$80,000 to $96,345 per year, depending on experience, plus benefits. Employees are paid for five full days of work but enjoy Friday afternoons off. Benefits include family medical and dental insurance, short- and long-term disability, life insurance, 403(b) with employer match, FSA, employee assistance programs, and generous paid time off. Employees qualify for benefits on the first day of employment.

Wanton Injustice Legal Detail
The Wanton Injustice Legal Detail (WILD), an affiliate 501(c)(3) of Twin Cities Diversity in Practice (TCDIP), was created after the murder of George Floyd to activate the Minnesota legal community to combat anti-Black racism and all forms of racism through direct partnerships with community organizations. WILD is designed to leverage the collective power of TCDIP’s membership to take direct, concrete steps to eliminate systemic racism in Minnesota. WILD’s work is organized around several focus areas, including economic justice, voting rights, education equity, and community safety, healing, and justice.
TCDIP is a professional association of over 70 law firms and corporate legal departments with a mission to attract, recruit, advance, and retain attorneys of color in the Twin Cities through education and collaboration with member organizations. Position Overview
WILD’s next Program Manager is someone who can think about the big picture, create engaging programs, and activate people.
The ideal candidate will be a dynamic and proactive leader with a strong commitment to racial justice and equity, and a proven ability to manage programs. The Program Manager will bring a balance of operational expertise, strong relationship-building skills, and an understanding of how to motivate volunteers. The candidate will be responsible for managing relationships between community organizations, law firms, and corporate legal departments. With a deep understanding of the legal needs surrounding racial equity issues, they will work closely with community partners to ensure resources are directed where they are most needed.
Above all, the ideal candidate will be a strategic thinker with strong interpersonal skills, capable of driving both operational success and lasting impact in the pursuit of racial justice.
Responsibilities include:
- Collaborating with community partners to identify legal needs, ensuring that resources are aligned with the most pressing racial equity issues, such as education equity, voting rights, and public safety
- Building and managing relationships between community organizations, law firms, and corporate legal departments, ensuring seamless communication and collaboration to address racial justice and equity issues
- Maintaining systems for volunteer attorney recruitment, onboarding, support, and retention
- Organizing training for legal professionals, ensuring sensitivity and understanding of racial justice issues when offering pro bono legal services
- Supervising and mentoring a team of at least two staff members, providing clear direction, setting expectations, and fostering professional growth in alignment with program goals
- Managing annual program budgets and expenditures, ensuring compliance and alignment with organizational goals and guidelines, and optimizing resource allocation
- Identifying and applying for grant opportunities from foundations, government agencies, and corporate sponsors aligned with WILD’s mission and goals
- Coordinating committee and board meetings, preparing agendas, presentations, and reports, ensuring all stakeholders are informed and aligned on key decisions and initiatives
Qualifications
We are seeking a candidate with at least 3-5 years of experience creating and managing racial justice-focused projects and systems. The Program Manager should have prior experience working within the legal industry and/or within the racial justice space. They should also bring an entrepreneurial and creative approach to their work.
A successful candidate will bring many of the following qualifications and personal attributes:
● Authentic passion for WILD’s mission, including a deep understanding of racial equity and social justice issues, and a demonstrated commitment to addressing those issues.
● Demonstrated knowledge of the systematic barriers that impact Black, Indigenous, and other people of color in Minnesota.
● Experience in taking ideas to execution with strong project management skills, while building a coalition of supporters.
● Experience working with legal professionals, attorneys, or other professionals.
● Experience with developing and or existing connections to community-based organizations throughout the Twin Cities.
● Experience with volunteer recruitment and retention, including proficiency in database management.
● Experience in evaluating service-oriented programming to guide decision-making.

Compensation and Benefits

Southern Minnesota Regional Legal Services Inc. (“SMRLS”) is seeking to fill an ELAP staff attorney position. The position can be based in any of SMRLS’ office locations and is also in a hybrid environment. ELAP provides free civil legal services to enable client students to receive the appropriate educational programs, services and accommodations called for under the law to enable school progress and success.
RESPONSIBILITIES: The ELAP Staff Attorney will provide legal assistance to low-income students and their families to ensure the students receive the educational programs, services, accommodations, and due process they are entitled to. Represent client families in enforcing laws addressing barriers to equal education outcomes. These barriers include those posed by special education needs, discrimination, inadequate English Language skills, homelessness, and lack of opportunity for parents to be effectively involved in their children’s education. ELAP cases involve negotiations with school district personnel, and litigation when appropriate, on behalf of student clients and their families. The ELAP staff attorney will conduct significant community outreach and community education to client communities across SMRLS’ entire 33-county service area. The Attorney will maintain a caseload in compliance with SMRLS’ practice standards and comply with SMRLS’ policies, practices, and guiding principles. Some travel across Southern Minnesota will be required.
QUALIFICATIONS:
Must either be licensed to practice law in Minnesota or be a candidate for the bar. 2-3 years of legal experience and a strong interest in education law preferred. Prior experience working with low-income clients is strongly preferred. Applicants should have strong public speaking skills, excellent writing skills, and good judgment. Applicants should learn quickly, work constructively with a wide variety of people, and work well independently and as part of a team. Bilingual applicants (especially Spanish, Hmong, Karen, or Somali) strongly preferred.

SMRLS is a non-profit law firm which receives federal, state, local, public, and private funding to provide free legal help to low income and elderly people who reside in the 33 counties of Southern Minnesota, including the St. Paul metropolitan area. As Minnesota's oldest legal aid program (founded in l909), SMRLS has established a tradition of partnership with the private bar, a bi-partisan Legislature, the Minnesota Supreme Court, and other Minnesota Legal Services Coalition programs in providing access to justice.
