Duties and Responsibilities:
Investigation and Complaint Resolution 85%
- Investigate complaints of discrimination, sexual misconduct, nepotism, and related retaliation to determine whether University policy violations occurred.
- Draft clear and accurate reports of investigative findings and make recommendations for responsive action.
- Engage in informal problem-solving methods to address concerns.
- Manage cases in timely and effective ways, exercising good judgment.
- Counsel members of the University community (senior leaders, staff, faculty, and students) on complex equal opportunity issues.
Other Duties as Assigned 15%
- Participate in new initiatives to improve services.
- Develop and present educational programs about discrimination, sexual misconduct, equal opportunity, diversity, and other related topics.
- Participate in policy development and oversight of the University’s approach to preventing, and responding to, discrimination, sexual misconduct, nepotism, and related retaliation concerns.

Qualifications
Essential :
- JD from an accredited law school.
- Knowledge of discrimination, sexual misconduct, and equal opportunity laws.
- Experience conducting investigations of legal or policy violations.

About the Position
The Saint Paul City Attorney's Office Criminal Division currently has 2 vacancies for a provisional Attorney. Starting salary for these positions is dependent on qualifications. Please note: These positions are grant funded with employment duration through December 31, 2025.
Positions in this class perform a variety of professional legal work at the intermediate to full performance level in the Saint Paul City Attorney’s Office. Criminal Division attorneys handle high-volumes of a variety of criminal cases from charging through appeal.
General Description of Duties:
These positions will involve prosecuting individuals charged with petty misdemeanor, misdemeanor, and gross misdemeanor offenses. Typical work performed includes:
- Screening of cases for criminal charges by reviewing and evaluating reports from law enforcement, assessing evidentiary issues and the merits of cases, and recommending approval of or declining of charges.
- Representing the City by preparing for and making appearances at arraignments, pretrial hearings, trials, sentencing, and other court proceedings; keeping affected parties informed as to case status; negotiating resolution of cases, and recommending disposition of cases.
- Drafting, filing, and/or submitting criminal complaints, memoranda, discovery requests, appeals, proposed court orders, pleadings, motions, letters and other legal documents.

Position Requirements
Candidates for positions as an Attorney will have at least a Juris Doctorate Degree, a license to practice law from the Supreme Court of the State of Minnesota, and at least three years of experience practicing law as an Attorney at the entry to intermediate level with the City of Saint Paul or equivalent.
Preferred candidates will have at least 3 years of experience as an Attorney in the practice of criminal law.
Continued employment as an Attorney is contingent upon maintaining such licensure.

Positions in this class perform a wide variety of very complex professional legal work at the full performance level in the City of Saint Paul City Attorney's Office to include representing the City and City employees in civil litigation, and providing general legal services to various City departments, divisions, offices, authorities, boards, commissions and committees; and performs related duties as required.
Information Specific to this Position:
This position involves litigation of a wide range of civil actions including civil rights, land use, contracts, employment and various tort claims. The successful candidate must:
- Conduct legal analysis of standard and complex civil actions initiated against the City of Saint Paul, city employees and elected officials.
- Develop sustainable litigation strategies for a variety of pending and threatened civil actions.
- Represent the City of Saint Paul, city employees and elected officials through all phases of civil litigation in state and federal district and appellate courts.

Job Summary
This position is located at Central Office in St. Paul, Minnesota. This position will have the flexibility to work a hybrid schedule or work in the office. If working a hybrid schedule, the incumbent will be required to complete a telework agreement.
Join our team as a supervisor managing nondiscrimination and harassment investigations, as well as analyzing Americans with Disabilities Act (ADA) accommodation requests, to ensure MnDOT fulfills its obligations under relevant employment discrimination laws in a union environment. Key responsibilities include:
- Supervising discrimination and harassment investigators, and ADA staff.
- Analyzing complex reasonable accommodation requests, including assessing undue hardships and ensuring prompt, legally sound responses to all accommodation requests.
- Assisting managers in understanding employment discrimination laws, state personnel laws/rules, and the Minnesota Government Data Practices Act.
- Responding to discrimination charges filed with the Equal Employment Opportunity Commission and/or the MN Department of Human Rights. This includes providing a factual and legal analysis of allegations; drafting MnDOT's position statements; and responding to subpoenas and information requests.

Minimum Qualifications

NOTE: A JD degree from an American Bar Association accredited law school substitutes for one year of advanced professional experience.

- Legal analysis skills sufficient to comprehend case law, statutes, and regulations and to apply findings to specific facts and circumstances.

The Labor and Employment Attorney for Ramsey County performs professional legal work of a high degree of difficulty and complexity as a confidential, non-represented attorney in support of the County’s Human Resources and Labor Relations activities. This Attorney would meet the statutory definition of a confidential employee under Minnesota’s Public Employment Labor Relations Act (PELRA) 179A.
The Labor and Employment Attorney will represent Ramsey County and advise the County Board, Human Resources Department and Labor Relations Manager, and other County clients, on labor and employment law issues by conducting legal research and prepare legal opinions on issues for pending lawsuits and administrative matters. The Labor and Employment Attorney for Ramsey County will prepare lawsuits for trial and try cases relating to employment, personnel, civil rights, governmental authority, civil rights actions and personnel matters in State and Federal court and before administrative agencies, law judges and arbitrators.
This Attorney will advise and assist in drafting personnel policies and labor agreements, provide legal advice to the Director of Human Resources, the Human Resource Deputies and Labor Relations Manager, as well as other officials of the County. The Labor and Employment Attorney will provide legal consultation on administration of the Collective Bargaining Agreements and when requested, will actively participate in meetings and negotiations with the Labor Relations Manager on behalf of the County. This Attorney will also advise the Human Resources Department on the legal implications of labor relations and human resources management activities, including but not limited to, negotiations, mediation, interest, arbitration, grievance arbitration and personnel policy compliance. The Labor and Employment Attorney will assist in developing labor relations information as defined in Minnesota Statute 13.37 and personnel data as defined in Minnesota Statute 13.43.
Prepare lawsuits for trial and try cases relating to employment, personnel, civil rights, governmental authority, civil rights actions and personnel matters in State and Federal court and before administrative agencies, law judges and arbitrators., including but not limited to, negotiations, mediation, interest arbitration, grievance arbitration and personnel policy compliance. Represent the County in any subsequent administrative or judicial proceedings relating to such human resources or labor relations and employment activities.

Examples of Work Performed
- Prepare cases for judicial and administrative proceedings by interviewing clients and witnesses, investigating facts, researching law, drafting pleadings, subpoenaing and interviewing witnesses, analyzing the opposition's case, and writing legal memoranda and briefs.

- Negotiate contracts, leases, lawsuit settlements or similar legal matters by assessing clients' needs, evaluating the strengths and weaknesses of clients' and opponents' bargaining positions and meeting with opponents' representatives so that the clients' objectives can be reached at minimal cost.
- Analyze legislation, case law, legal publications and other relevant literature in order to maintain accurate, current information on legal developments in all areas of law.
- Prepare legal opinions and plan litigation in order to resolve immediate issues and to establish a basis for resolving future matters of a similar nature.
- Draft proposed legislation and respond to inquiries in relation to proposed legislation.
- Provide training and advice to law enforcement officers, attorneys, corrections workers, social workers, and other relevant parties in areas of investigation, trial techniques, criminal and civil law, strategy, and legal issues pertinent to the area of assignment.
- Prepare appellate briefs by analyzing issues, reviewing transcripts and doing necessary legal research; make oral arguments to appellate courts.
- Recommends the disposition of cases to judges, referees, arbitrators and administrative law judges.

Minimum Qualifications
Education: Graduation from an accredited college of law.
Experience: Five years of experience as a practicing attorney.
Certifications/Licensure: Licensed to practice law in the State of Minnesota and completion of 45 credits of continuing legal education every three years.

The examination for Assistant County Attorney 3 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Southern Minnesota Regional Legal Services is seeking an Outreach Coordinator to help us deliver the Legal Risk Detector (LRD) to our service area. This is a one-year grant funded position with a high probability for funding in the long term. The Legal Risk Detector is an online tool to help identify when elders may benefit from legal assistance or education. LRD is part of SMRLS Legal Advocacy for Older Persons (LAOP) program serving elders in our communities.
The LRD Outreach Coordinator is primarily responsible for sourcing, establishing, and maintaining relationships with community partners who will using the tool in the field. The LRD Outreach Coordinator will be the point person for internal and external stakeholders for all aspects related to this program. The position is responsible for providing outreach and education regarding the LRD tool and associated services to potential community partners and referral sources and bringing new clients into the Agency.
RESPONSIBILITIES:
- Develop new partner relationships by planning and organizing outreach activities to call on potential referral outlets and other sources of prospective partners.
- Assists the agency s LAOP Legal Staff in processing and on-boarding new partners.
- Communicates with and supports existing partners as needed in conjunction with LAOP legal staff.
- Works with Supervising Attorney to develop outreach plan and tracking mechanisms.
- Assist in establishing and maintaining partnerships with non-profit organizations, government agencies and other external stakeholders to advance awareness of the LRD tool and promote its use.
- The coordinator will serve as the point person for the LRD team to ensure that workflow considerations, data collection, and reporting needs are incorporated into our legal software program, Legal Server.
- Provides training and technical support to LRD partners and internal stakeholders.
- Coordinates with Development Team on LRD funding reports.
- Coordinates with LAOP staff and technology partners on tool maintenance and updates.
- Maintains a portfolio of LRD partnerships ensuring accurate contact and coordination information.
- Provides additional support as needed to LAOP legal staff.
QUALIFICATIONS
- AA degree preferred, but not required.
- 3 years’ administrative systems advocacy experience working in a governmental or senior services agency strongly preferred, but not required.
- Experience with community-based organizing.
- Experience in the elder-care field.
- Advanced computer skills including Microsoft Office suite and CRM data systems and online platforms.
- Excellent communication skills, both oral and written.

Southern Minnesota Regional Legal Services Inc. (“SMRLS”) is seeking to fill an ELAP staff attorney position. The position can be based in any of SMRLS’ office locations and is also in a hybrid environment. ELAP provides free civil legal services to enable client students to receive the appropriate educational programs, services and accommodations called for under the law to enable school progress and success.
RESPONSIBILITIES: The ELAP Staff Attorney will provide legal assistance to low-income students and their families to ensure the students receive the educational programs, services, accommodations, and due process they are entitled to. Represent client families in enforcing laws addressing barriers to equal education outcomes. These barriers include those posed by special education needs, discrimination, inadequate English Language skills, homelessness, and lack of opportunity for parents to be effectively involved in their children’s education. ELAP cases involve negotiations with school district personnel, and litigation when appropriate, on behalf of student clients and their families. The ELAP staff attorney will conduct significant community outreach and community education to client communities across SMRLS’ entire 33-county service area. The Attorney will maintain a caseload in compliance with SMRLS’ practice standards and comply with SMRLS’ policies, practices, and guiding principles. Some travel across Southern Minnesota will be required.
QUALIFICATIONS:
Must either be licensed to practice law in Minnesota or be a candidate for the bar. 2-3 years of legal experience and a strong interest in education law preferred. Prior experience working with low-income clients is strongly preferred. Applicants should have strong public speaking skills, excellent writing skills, and good judgment. What You'll Do

This is a varied and interesting position for an experienced attorney to work in a state agency that is also an independent entity with a complex business model related to single family lending. This role will advise on issues related to the Single Family division’s affordable homeownership programs that fill a financing gap in the housing market by focusing on communities most impacted, including Black, Indigenous, and communities of color. Preferred Qualifications

Salary Range
$40.49 - $60.05/hourly, $84,543 - $125,384/annually
