Job Summary
The Minnesota Pollution Control Agency ("Agency") regulates environmental pollution through the authority of state and federal statutes, including the Clean Air Act, Clean Water Act, RCRA, CERCLA/MERLA, MEPA, and other state and federal laws and rules. The Agency's Legal Services Unit (LSU) provides legal support to state environmental programs that issue permits, conduct compliance and enforcement, and oversee investigation and remediation of contaminated sites. The Deputy General Counsel position exists to provide the Agency with legal expertise to support the Agency’s work by ensuring compliance with state and federal laws, coordinating with the Minnesota Attorney General’s Office (AGO) on the preparation and conduct of the Agency’s litigation and administrative appeals, and providing legal advice to the General Counsel and the Agency on a variety of complex legal issues. This position includes assisting the General Counsel in managing the work, resources and administration of the LSU including directing and coordinating legal strategies and projects. The incumbent will lead Agency litigation matters and high-profile legal issues and data requests. This position will supervise and evaluate performance of a team of attorneys and non-attorneys who provide legal advice and other legal services to Agency leaders, directors, managers and staff; provide legal training on a variety of topics to the Agency attorneys and staff; collaborate with other Agency attorneys and staff on the implementation of Agency legal policies and best practices; oversee the Agency’s legal support on assigned subject matter areas and data practices; coordinate and complete special projects as assigned by the General Counsel; and assume the duties of the General Counsel in case of absence.
Minimum Qualifications
Juris Doctorate (J.D.) degree from an ABA accredited law school.
Must be licensed to practice law in the State of Minnesota and current with continuing legal education requirements.
Seven (7) years as a practicing attorney in environmental law or closely related area of law that includes experience managing litigation.
Experience providing legal advice to senior management or executives.
Ability to supervise and manage professional staff.
Communication skills to work effectively with a wide range of people, including technical and scientific staff, and the ability to understand scientific and technical information and data.
Commitment to fostering a diverse and inclusive workplace.

Preferred Qualifications
Demonstrated leadership or management experience gained through leading work and/or supervision of professional staff.
Experience in application of federal and state laws and regulations, including experience relevant to MPCA.
Experience with or knowledge of Minnesota state government processes and related laws and regulations.
Experience handling complex legal projects.
Demonstrated experience working with various environmental laws or programs, and technical experts and staff.
Knowledge of the Minnesota Government Data Practices Act and ability to analyze data, determine classification of data, and provide protection of not public data.
Experience working with the Minnesota Attorney General's Office, State government agencies, federal government agencies, or local governments.
Experience in litigation practices and techniques, assessment of legal risk, knowledge of negotiation and settlement strategies and techniques, and legal considerations related to settling or compromising lawsuits and claims.
Demonstrated project management and organizational skills.
Experience with or knowledge of the legislative process as well as developing, reviewing, and analyzing proposed legislation and legislative policy.
Experience with developing and presenting training programs.
This position serves as the chief legal advisor to the Department of Human Services (DHS) Inspector General and manages and oversees legal functions (fair hearings, contested case hearing, district and appellate court) across regulatory (licensing and background studies) and program integrity divisions of the Office of Inspector General (OIG).
The position coordinates and consults with the DHS General Counsel’s Office, Attorney General’s Office and other internal and external partners regarding criminal, civil, and administrative enforcement actions involving activities of the OIG. The incumbent maintains a thorough foundation in the principles and practices of law to provide expert advice and counsel with an equity lens to the OIG’s legal activities.
To perform the duties of this position, the incumbent must also possess a unique combination of legal and human relation skills.
Responsibilities include, but are not limited to: Provide managerial direction to the OIG Legal Counsel’s office, to ensure effective use of human and fiscal resources in achieving the goals of the OIG and DHS. Provide legal advice, counsel, oversight, and direction on legal matters related to program integrity and regulatory compliance arising out of activities with the OIG. Serve as the primary liaison for OIG activities with the Attorney General’s Office, Department of Justice, county attorneys, DHS General Counsel’s Office, and other entities. Coordinate and oversee OIG activities for data requests; OIG contracts and interagency agreements; data breaches; and other information privacy issues. Assist the Inspector General, Deputy Inspector Generals, and Commissioner in identifying and developing legislative initiatives and other work and special projects related to issues involving the OIG.

The Human Services Division provides litigation services and legal counsel to the Department of Human Services (DHS), the state’s largest agency. AAGs regularly handle cases in state and federal district court, state and federal appellate courts, and the Office of Administrative Hearings. The Office is currently seeking an Assistant Attorney General in the Education Division of the Office. The attorney’s primary caseload will involve representing the Minnesota Department of Education and Minnesota State Colleges and Universities in lawsuits and administrative proceedings. The attorney may also advise and represent one or more of the three public pension funds in litigation. This work may include opportunities to defend claims that Minnesota statutes are unconstitutional or to work on cases of state-wide impact.
A successful candidate will have the opportunity to support the mission of the office by:
• Litigating cases in state and federal district courts and at the Office of Administrative Hearings;
• Advising agency clients during administrative appeals;
• Acting as lead counsel in all phases of assigned cases, including pleading, discovery, trial, and appeal with minimal oversight;

The Hennepin County Attorney's Office’s (HCAO) Conviction Integrity Unit (CIU) is seeking an experienced licensed Attorney with Admission to the Bar of the State of Minnesota or ability to obtain Minnesota licensure as a conditional offer of employment, to review prior convictions of the HCAO for indicators of actual innocence, constitutional violations, excess sentences, or other injustices.
The CIU rectifies wrongful convictions and excessive or unjust sentences and identifies errors in past prosecutions so the HCAO right past wrongs and take steps, along with its justice partners, to prevent such errors from recurring.

Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. In this position, you will:
- Review prior convictions of the HCAO for indicators of actual innocence, constitutional violations, excess sentences, or other injustices.

The mission of the Great North Innocence Project is to free the wrongfully convicted and prevent future wrongful convictions from occurring in Minnesota, North Dakota, and South Dakota. Since its inception in 2001, the Great North Innocence Project has screened and investigated individuals’ credible claims of actual innocence, and represented people who were wrongfully convicted or incarcerated for crimes they did not commit. The Great North Innocence Project also educates attorneys and other criminal justice professionals on best practices, and works to reform the criminal justice system to prevent innocent people from going to prison. The Great North Innocence Project is a founding member of the Innocence Network, an international group of nonprofit organizations, law schools, public defender offices, and law firms who share our goals. About the Position:
A challenging and rewarding position focused on the goal of exonerating innocent people. This position works under the direct supervision of the Great North Innocence Project’s Legal Director, with additional supervision by the Executive Director as appropriate. The Staff Attorney is part of a cohesive team of professionals who are focused on fulfilling all aspects of the mission of the Great North Innocence Project. The Staff Attorney will be responsible for screening, investigating, and litigating cases in which an incarcerated individual is claiming actual innocence. The Staff Attorney will collaborate with and manage volunteer attorneys, law students, paralegal interns, professional investigators, and expert witnesses on some cases. The cases that this attorney will encounter may involve complex issues of forensic science and difficult factual issues that require experience in the criminal legal system and/or post-conviction litigation experience.
Key Responsibilities Include:
Ensuring that innocent inmates receive high quality legal representation by assisting them with their claims of actual innocence and serving as the primary attorney on selected cases
Performing investigation of cases, including searching for potential witnesses and other interested parties, interviewing witnesses, writing and obtaining affidavits, and locating physical evidence, as well as recruiting and supervising professional investigators to help with the above efforts
Finding, hiring, and consulting with experts in a variety of specialized subject matters, primarily in matters of forensic science and medical science, and learning about those areas when applicable to a case to be able to interpret expert reports
Litigating cases where there is evidence of actual innocence by preparing and filing appropriate motions and briefs, interfacing with prosecutors and judges, and appearing in state and federal district and appellate courts for evidentiary hearings, oral arguments, and other appearances
Collaborating with pro bono attorneys brought in to assist with litigating cases under the direction of and in partnership with the Staff Attorney
Corresponding with inmates and their supporters on cases assigned to the Staff Attorney
Supervising interns, law students, and volunteers who work on cases assigned to the Staff Attorney
Providing details and reports of all work done to maintain compliance with any reporting requirements of the organization, its donors or grantors
Assisting the Executive Director and other staff with information and outreach for the organization, its donors, or grantors
Working on legislative and administrative policy advocacy as needed
Teaching, research, and writing in areas related to substantive post-conviction and criminal justice issues
Traveling by car or airplane, depending upon distance and cost. This likely will occur once or twice a month, but may increase or decrease over time

THE OPPORTUNITY

Abbott is currently seeking an experienced commercial attorney to provide legal advice to Abbott’s Electrophysiology Division. As a member of the team, the attorney will provide legal guidance to Abbott’s Electrophysiology business unit across a variety of areas, including research & development, supply chain, clinical, regulatory, quality, marketing, and sales.
WHAT YOU’LL WORK ON
- Provide legal counsel to Abbott’s Electrophysiology team on compliance, risk management, and other legal issues in the context of federal and state regulatory requirements, including those relevant to sales and marketing of products to health care professionals and reimbursement by government programs areas, for example, fraud and abuse (Anti-Kickback Statute, False Claims Act), FDA regulation (Food, Drug & Cosmetic Act), privacy (HIPAA), and anti-corruption (Foreign Corrupt Practices Act).
- Possess strong knowledge of corporate and commercial/transactional law and demonstrated expertise in drafting and negotiating complex commercial agreements and advising and counseling clients on a range of business transactions and operational matters.
- Participate in the drafting, negotiating, and reviewing a wide range of agreements, including major commercial contracts and complex agreements with suppliers, researchers, hospitals, GPOs, governmental entities, and health care professionals.

REQUIRED QUALIFICATIONS
- Possess a Juris Doctor degree from an accredited law school, demonstrate a strong academic background, and be admitted to a US state bar in good standing.

Practical understanding of human services delivery systems that including inter-relationship be between counties, the state, service providers, and various internal and external stakeholders, and how these relationships impact planning efforts.
Strong writing skills that includes experience drafting legislation.
Experience working directly with legislators, legislative staff, and lobbyists on policy and budget matters, including experience testifying before a legislative body.
Organizing and synthesizing materials prepared by many authors into a single, coherent document.
Project management that includes advanced facilitation, tracking project progress, and presenting results and deliverables to diverse audiences.

Today, the Commission on Judicial Selection announced a vacancy in Minnesota’s Fourth Judicial District. This vacancy will occur upon the retirement of the Honorable Kristin A. Siegesmund. This seat will be chambered in Minneapolis in Hennepin County.
The application process is now open for this vacancy. The commission is searching for fair, experienced, and civic-minded individuals to serve on the bench and offer their talents and services to Minnesota’s judicial system. Per statute, the commission will consider the following qualifications for judicial office: integrity, maturity, health (if job related), judicial temperament, legal knowledge, ability, experience, and community service. The commission is seeking applicants who reflect Minnesota’s full diversity.
Individuals wishing to apply may request an application by contacting the Office of the Governor and Lt. Governor via e-mail at Judicial.Selection@state.mn.us. Application materials are due by 4:00 pm on July 18 and should be addressed to the chair of the commission, Erin Sindberg Porter. The commission expects to hold interviews in early August.
