The Supreme Court seeks one member to fill an attorney member position on the Minnesota Board of Public Defense.  The board consists of four public members appointed by the governor and five attorney members appointed by the Supreme Court.  Attorney members must be admitted to the practice of law and well acquainted with the defense of persons accused of crimes, but not employed as a prosecutor or judge.

The Board is responsible for approving and recommending a budget to the Legislature for the Board, the office of the state public defender, the judicial district public defenders, and public defense corporations.  The state public defender, with approval from the Board, establishes various standards including, but not limited to, caseload size, legal staff size, qualifications, and training.  The Board also approves the standards and procedures for the eligibility for appointment, assessment, and collection of the costs for legal representation.

The Saint Paul City Attorney's Office is currently accepting applications for a full-time, senior prosecutor position in its Criminal Division.  Attorneys in the Criminal Division represent the City and are assigned to handle high volumes of a variety of criminal cases from charging through appeal.
   
Information Specific to this Position:
This position performs wide-ranging, expert level, highly-complex professional legal work in the Criminal Division.  The worksite for this position is at the St. Paul City Attorney's Office located in downtown Saint Paul.  While some telework may be possible upon approval of the City Attorney, this position is not a remote position.

General Description of Duties: 
This position will involve prosecuting individuals charged with petty misdemeanor, misdemeanor, and gross misdemeanor offenses. Typical work performed includes:
 

  • Screening of cases for criminal charges by reviewing and evaluating reports from law enforcement, assessing evidentiary issues and the merits of cases, and recommending approval of or declining of charges.
  • Representing the City by preparing for and making appearances at arraignments, pretrial hearings. jury trials, sentencing, and other court proceedings; keeping affected parties informed as to case status; negotiating resolution of cases, and recommending disposition of cases.
  • Conducting case investigations by identifying and researching legal issues, interviewing victims and witnesses, and obtaining evidence from sources such as phone records, business records, video or audio tapes, background searches, and other evidentiary materials.
  • Drafting, filing, and/or submitting criminal complaints, memoranda, discovery requests, appeals, proposed court orders, pleadings, motions, letters, and other legal documents.
  • Drafts ordinances, resolutions, rules, and policies.
  • Plans, organizes, mentors, and leads the work of lower-level employees within the Criminal Division as requested by the City Attorney, Deputy City Attorney, or Supervising Attorney.
  • Leads criminal prosecution activities and provides expert legal advice to the City Council, the Mayor's Office, City departments, boards, commissions, and committees.

Commission on Judicial Selection Opens Application Process for Vacancy in the Fourth Judicial District

[ST. PAUL, MN] – Today, the Commission on Judicial Selection announced a vacancy in Minnesota’s Fourth Judicial District. The vacancy will occur upon the retirement of the Honorable James A. Moore. This seat will be chambered in Minneapolis in Hennepin County.

The application process is now open for this vacancy. The commission is searching for fair, experienced, and civic-minded individuals to serve on the bench and offer their talents and services to Minnesota’s judicial system. Per statute, the commission will consider the following qualifications for judicial office: integrity, maturity, health (if job related), judicial temperament, legal knowledge, ability, experience, and community service. The commission is seeking applicants who reflect Minnesota’s full diversity.

SALARY:  $70,000 to $76,364 per year, depending on experience, plus benefits. Benefits include family medical and dental insurance, short- and long-term disability, life insurance, 403(b) with employer match, FSA, employee assistance programs, and generous paid time off. We operate on a 4.5-day workweek, ending at noon on Fridays.

Job Summary

This posting will be used to fill two (2) vacancies. These positions offer a conditional hybrid work schedule which includes telework days and in-office days at the St. Paul Department of Labor and Industry (DLI) office building.

Attorneys in DLI’s Office of General Counsel provide legal representation and advice to DLI by applying knowledge of relevant laws, including those governing occupational safety and health, workers’ compensation, wage and hour, prevailing wage, women’s economic security, child labor, earned sick and safe time, data practices, official records, open meetings, combative sports, apprenticeship, dual training, the State Building Code and associated construction codes, and rulemaking under the Minnesota Administrative Procedure Act. Attorneys also provide legal representation to authoritative boards including the Plumbing Board, Board of Electricity, Board of High Pressure Piping Systems and Nursing Home Workforce Standards Board.

Job duties for this position include:

  • Representing DLI and authoritative boards in rulemaking proceedings.
  • Representing DLI in regulatory and enforcement actions under its jurisdiction.
  • Providing legal advice to DLI staff and authoritative boards on legal issues.
  • Assisting senior attorneys in the Office of General Counsel with legal research, legal writing, rulemaking, contract review, and proposed legislation.
  • Assisting Department staff in redacting not public information from documents in response to data practices requests.
  • Advising the commissioner or designated decisionmaker regarding contested cases.
  • Providing other attorney support as needed.

Minimum Qualifications

Current license to practice law in the State of Minnesota.  The license must be in good standing.

Experiential Requirement:

  • One year of experience providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship), OR
  • One year of legal experience with one or more rulemakings subject to Minnesota’s Administrative Procedure Act while employed by a governmental entity, OR 
  • One year of experience providing legal representation or legal advice to a Minnesota governmental entity, OR
  • One year of experience as a judicial law clerk after graduation from law school, if the employment was within the last five years, OR
  • Three years of experience providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship) in another US jurisdiction, OR 
  • Three years of experience providing legal representation or legal advice to a governmental entity in another US jurisdiction, OR 
  • Comparable combination of equivalent experience as listed above.
  • Strong legal writing, legal analysis and verbal communication skills.
  • Ability to review legal documents for relevance, accuracy, correlation, completeness and compliance with applicable laws.
  • Ability to communicate effectively with individuals from a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
  • Ability to work well as part of a team.

Preferred Qualifications

  • Experience with rulemaking subject to Minnesota’s Administrative Procedure Act.
  • Experience with contested case proceedings subject to Minnesota’s Administrative Procedure Act. 
  • Experience advising on the Minnesota Government Data Practices Act, the Official Records Act and the Minnesota Administrative Procedure Act. 
  • Knowledge of workers’ compensation law, administrative law, labor and employment law, construction codes, workplace regulations, workplace safety or other employment-related legal areas.
  • Experience providing legal advice to boards.
  • Experience with areas of law with intersecting state and federal regulations. 
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
  • Demonstrated commitment to public service.

Additional Requirements

This law clerk position focuses on antitrust law in food and agriculture markets. The Minnesota Attorney General’s Office is offering law students a unique opportunity to work directly with Assistant Attorneys General and other staff of the AGO and gain hands-on experience including researching legal issues, drafting written product, and reviewing documents. This position allows law students to develop professional skills and expand their knowledge while performing meaningful and challenging work focused on antitrust issues in food and agriculture markets. We require our law clerks to assume a significant amount of responsibility over their files and put forth the very best work on behalf of the public. Although the Minnesota Farmers Union Foundation sponsors this position, the Minnesota Attorney General’s Office directs the work of the law clerk, and the Minnesota Farmers Union does not have knowledge of and is not involved in the investigatory work of the clerk. The clerk will have the option of working with the Minnesota Farmers Union and other partners on legal education.

Applicants should be prepared to work 40 hours a week during a ten/twelve-week period beginning in June. Law Clerks will receive a salary of $20/hour. This position is eligible for a hybrid work environment.

POSITION OVERVIEW
The U.S. District Court for the District of Minnesota is accepting applications for a Courtroom
Deputy/Judicial Assistant for District Court Judge Jerry W. Blackwell, in St. Paul, Minnesota. The
Courtroom Deputy/Judicial Assistant performs a wide range of du�es including managing the
judge’s caseload, processing orders and handling scheduling maters, and performing
administra�ve and clerical du�es as assigned by the Judge. The Courtroom Deputy/Judicial
Assistant also assists in the day-to-day conduct of court business. In addi�on, this posi�on
interacts with lawyers and members of the public on behalf of the judge. Since the Courtroom
Deputy/Judicial Assistant is generally the first member of a judge’s staff whom outsiders meet,
candidates must have a pleasant and posi�ve a�tude, excellent organiza�on skills and refined
customer service skills. The typical work schedule for this position is Monday through Friday,
8:00 a.m. until 5:00 p.m. (additional hours may be required).
REPRESENTATIVE DUTIES

  • Manages the Judge’s caseload by calendaring and regulating case movement;
    monitoring filing of pertinent documents and timely responses to judicial orders;
    scheduling hearings, trials, and conferences.
  • Makes entries of all documents, orders, minutes, notices, and proceedings on the
    docket. Transmits notices, judgments, and orders to appropriate parties.
  • Drafts judgments and orders for the Judge’s approval.
  • Prepares and edits legal documents, proofreads, and verifies citations.
  • Reviews information relating to pending cases to ensure that all records and reference
    materials are available for use by the judge and counsel.
  • Coordinates appearances of custodial parties; and schedules and attends court
    proceedings. Enters orders, minutes, notices, and proceedings on the docket.
    Transmits notices, judgments, and orders to appropriate parties.
  • Assists with the docketing of cases and keeps the Judge and Chambers staff informed of
    case progress.
  • Assists the Judge and parties in jury selection and maintains records of jury selection
    and attendance.
  • Reviews information related to pending cases to ensure that all records and reference
    materials are available for use by the Judge and counsel.
  • Assists with preparation for and the orderly flow of court proceedings by setting up the
    courtroom, troubleshooting the evidence presentation system, arranging for any
    necessary equipment, assuring presence of all necessary participants, and managing
    exhibits.
  • Schedules interpreters and processes transcripts.
  • Reviews pro se filings for appropriateness for public access.
  • Maintains the judge's day-to-day calendar. Arranges meetings, conferences, private
    attorney admissions and naturalization ceremonies as well as wedding ceremonies over
    which the judge may preside. Assists Judge with committee work, presentations and
    speaking engagements.
  • Serves as the primary source of information on scheduling conferences, hearings, trials,
    and other case processes and is responsible for maintaining accurate and timely
    communications on case status.
  • Prepares travel authorizations and travel vouchers as directed.
  • Reviews CJA eVouchers for compliance with CJA regulations. Prepare appropriate
    documentation for judicial review, enter judge's decision into eVoucher system.
  • Greets callers both in person and over the phone. Respond to inquiries and direct
    callers to the appropriate court staff.
  • Assists with incoming and exiting law clerk logistics and extern onboarding.
  • Prepares and maintains the judge’s travel itineraries and arrangements. Prepares and
    submits travel vouchers on behalf of the judge and law clerks.
  • Prepares and files required reports on the judge’s behalf, including the Financial
    Disclosure Report, the Governance and Travel Report, and other reports as required.

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent; and
  • Two years of general administrative experience; and
  • Two years of specialized experience. Specialized experience is progressively responsible
    clerical or administrative experience requiring the regular and recurring application of
    clerical procedures that demonstrate the ability to apply a body of rules, regulations,
    directives, or laws and involve the routine use of specialized terminology and
    automated software and equipment for word processing, data entry or report
    generation.
    PREFERRED QUALIFICATIONS
  • A law degree is preferred, but not required.
  • Experience working for a District Judge is preferred, but not required.
  • Excellent interpersonal skills; excellent ability to communicate well both verbally and in
    writing, and to maintain confidentiality.
  • Good judgment and the ability to organize work to meet deadlines and complete
    multiple tasks in a timely manner.
  • The ability to work independently but also to work as a team player in support of the
    Court's overall mission.
  • Skill in communicating and working with judges, Chambers staff and attorneys during
    the process of scheduling events and managing courtroom and Chambers logistics.
  • Ability to take notes and summarize material for minute entries/judgments in a
    sometimes-distracting setting.
  • Excellent computer and typing skills including skills in word processing (MS Word, Power
    Point, and Excel), proficiency with the databases, scanning and uploading documents,
    email, and web browsers.
  • Familiarity with federal and local rules. Knowledge of legal terminology and legal
    documents.
    ENVIRONMENTAL DEMANDS
  • Work is performed primarily in Judge Blackwell’s Chambers, in other office settings, or
    in the courtroom.
  • Some travel may be required.
  • Some lifting may be required to handle and set up equipment in the courtroom or to
    address the needs of Chambers, as requested.

Description

The Minnesota Board on Judicial Standards is seeking qualified applicants for a staff attorney position for investigation, legal research, and other activities related to the Board’s responsibilities. The position will be either 24 or 32 hours per week at the Board office in Mendota Heights. The Board is an independent State agency that responds to complaints alleging that a judge has violated the Minnesota Code of Judicial Conduct. The Board also handles judicial disability matters, issues advisory opinions, and seeks to educate judges and others about judicial ethics.

Example of Duties

The following are examples of major job duties expected for this position to perform.

  • Assist in the evaluation and investigation of complaints against state court judges and other judicial officers.
  • Provide written reports summarizing the investigation of assigned cases and analyzing and evaluating the cases.
  • Research legal issues as assigned.
  • Attend Board meetings.
  • Provide information to and take direction from the Board and Executive Secretary as requested.
  • Provide customer service necessary to accurately perform intake of complaints.
  • Develop good working relationships with internal and external stakeholders.

 

Typical Qualifications

Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.
What You Must Have: 

  • Law degree from an accredited college or university.
  • License to practice law in Minnesota or another jurisdiction.
  • Three to five years of experience as an attorney in private or public practice.
  • A high level of integrity and good judgment and the ability to maintain the confidentiality of highly sensitive information.

What You Will Bring:

  • Knowledge of applicable substantive and procedural law, statutes, and rules.
  • Knowledge of methods and techniques of legal research and analysis.
  • Skill in applying legal principles and logical thinking to cases, problems, and research.
  • Skill in legal writing and drafting.
  • Skill in conducting legal research and analysis.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prioritize work in a fast-paced environment.
  • Ability to establish and maintain effective working relationships with others within and outside the Board. 

 
What You Will Earn 
The expected starting range for this position is $40.43 to $45.00 per hour.  The full salary range for this position is $40.43 - $62.62 per hour.  This position is non-exempt under the Fair Labor Standards Act and will be eligible for State of MN employee benefits.

The position will work normal business hours (8:00 a.m.  – 4:30 p.m.), Monday through Friday. This work will be conducted in-person at the Board office in Mendota Heights, Minnesota.
