Job Summary
This posting will be used to fill two (2) vacancies. These positions offer a conditional hybrid work schedule which includes telework days and in-office days at the St. Paul Department of Labor and Industry (DLI) office building.
Attorneys in DLI’s Office of General Counsel provide legal representation and advice to DLI by applying knowledge of relevant laws, including those governing occupational safety and health, workers’ compensation, wage and hour, prevailing wage, women’s economic security, child labor, earned sick and safe time, data practices, official records, open meetings, combative sports, apprenticeship, dual training, the State Building Code and associated construction codes, and rulemaking under the Minnesota Administrative Procedure Act. Attorneys also provide legal representation to authoritative boards including the Plumbing Board, Board of Electricity, Board of High Pressure Piping Systems and Nursing Home Workforce Standards Board.
Job duties for this position include:
- Representing DLI and authoritative boards in rulemaking proceedings.
- Representing DLI in regulatory and enforcement actions under its jurisdiction.
- Providing legal advice to DLI staff and authoritative boards on legal issues.
- Assisting senior attorneys in the Office of General Counsel with legal research, legal writing, rulemaking, contract review, and proposed legislation.
- Assisting Department staff in redacting not public information from documents in response to data practices requests.
- Advising the commissioner or designated decisionmaker regarding contested cases.
- Providing other attorney support as needed.
If selected for an interview, part of the interview process may include responding in writing to a legal scenario.
Minimum Qualifications
Current license to practice law in the State of Minnesota. The license must be in good standing.
Experiential Requirement:
- One year of experience providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship), OR
- One year of legal experience with one or more rulemakings subject to Minnesota’s Administrative Procedure Act while employed by a governmental entity, OR
- One year of experience providing legal representation or legal advice to a Minnesota governmental entity, OR
- One year of experience as a judicial law clerk after graduation from law school, if the employment was within the last five years, OR
- Three years of experience providing legal representation or legal advice specializing in one or more areas of law under the purview of the agency (i.e., workers’ compensation, occupational safety and health, wage and hour, prevailing wage, misclassification, construction, combative sports, apprenticeship) in another US jurisdiction, OR
- Three years of experience providing legal representation or legal advice to a governmental entity in another US jurisdiction, OR
- Comparable combination of equivalent experience as listed above.
- Strong legal writing, legal analysis and verbal communication skills.
- Ability to review legal documents for relevance, accuracy, correlation, completeness and compliance with applicable laws.
- Ability to communicate effectively with individuals from a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
- Ability to work well as part of a team.
Preferred Qualifications
- Experience with rulemaking subject to Minnesota’s Administrative Procedure Act.
- Experience with contested case proceedings subject to Minnesota’s Administrative Procedure Act.
- Experience advising on the Minnesota Government Data Practices Act, the Official Records Act and the Minnesota Administrative Procedure Act.
- Knowledge of workers’ compensation law, administrative law, labor and employment law, construction codes, workplace regulations, workplace safety or other employment-related legal areas.
- Experience providing legal advice to boards.
- Experience with areas of law with intersecting state and federal regulations.
- Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
- Demonstrated commitment to public service.

This law clerk position focuses on antitrust law in food and agriculture markets. The Minnesota Attorney General’s Office is offering law students a unique opportunity to work directly with Assistant Attorneys General and other staff of the AGO and gain hands-on experience including researching legal issues, drafting written product, and reviewing documents. This position allows law students to develop professional skills and expand their knowledge while performing meaningful and challenging work focused on antitrust issues in food and agriculture markets. We require our law clerks to assume a significant amount of responsibility over their files and put forth the very best work on behalf of the public. Although the Minnesota Farmers Union Foundation sponsors this position, the Minnesota Attorney General’s Office directs the work of the law clerk, and the Minnesota Farmers Union does not have knowledge of and is not involved in the investigatory work of the clerk. The clerk will have the option of working with the Minnesota Farmers Union and other partners on legal education.
Applicants should be prepared to work 40 hours a week during a ten/twelve-week period beginning in June. Law Clerks will receive a salary of $20/hour. This position is eligible for a hybrid work environment.

POSITION OVERVIEW
The U.S. District Court for the District of Minnesota is accepting applications for a Courtroom
Deputy/Judicial Assistant for District Court Judge Jerry W. Blackwell, in St. Paul, Minnesota. The
Courtroom Deputy/Judicial Assistant performs a wide range of du�es including managing the
judge’s caseload, processing orders and handling scheduling maters, and performing
administra�ve and clerical du�es as assigned by the Judge. The Courtroom Deputy/Judicial
Assistant also assists in the day-to-day conduct of court business. In addi�on, this posi�on
interacts with lawyers and members of the public on behalf of the judge. Since the Courtroom
Deputy/Judicial Assistant is generally the first member of a judge’s staff whom outsiders meet,
candidates must have a pleasant and posi�ve a�tude, excellent organiza�on skills and refined
customer service skills. The typical work schedule for this position is Monday through Friday,
8:00 a.m. until 5:00 p.m. (additional hours may be required).
REPRESENTATIVE DUTIES
- Manages the Judge’s caseload by calendaring and regulating case movement;
monitoring filing of pertinent documents and timely responses to judicial orders;
scheduling hearings, trials, and conferences. - Makes entries of all documents, orders, minutes, notices, and proceedings on the
docket. Transmits notices, judgments, and orders to appropriate parties. - Drafts judgments and orders for the Judge’s approval.
- Prepares and edits legal documents, proofreads, and verifies citations.
- Reviews information relating to pending cases to ensure that all records and reference
materials are available for use by the judge and counsel. - Coordinates appearances of custodial parties; and schedules and attends court
proceedings. Enters orders, minutes, notices, and proceedings on the docket.
Transmits notices, judgments, and orders to appropriate parties. - Assists with the docketing of cases and keeps the Judge and Chambers staff informed of
case progress. - Assists the Judge and parties in jury selection and maintains records of jury selection
and attendance. - Reviews information related to pending cases to ensure that all records and reference
materials are available for use by the Judge and counsel. - Assists with preparation for and the orderly flow of court proceedings by setting up the
courtroom, troubleshooting the evidence presentation system, arranging for any
necessary equipment, assuring presence of all necessary participants, and managing
exhibits. - Schedules interpreters and processes transcripts.
- Reviews pro se filings for appropriateness for public access.
- Maintains the judge's day-to-day calendar. Arranges meetings, conferences, private
attorney admissions and naturalization ceremonies as well as wedding ceremonies over
which the judge may preside. Assists Judge with committee work, presentations and
speaking engagements. - Serves as the primary source of information on scheduling conferences, hearings, trials,
and other case processes and is responsible for maintaining accurate and timely
communications on case status. - Prepares travel authorizations and travel vouchers as directed.
- Reviews CJA eVouchers for compliance with CJA regulations. Prepare appropriate
documentation for judicial review, enter judge's decision into eVoucher system. - Greets callers both in person and over the phone. Respond to inquiries and direct
callers to the appropriate court staff. - Assists with incoming and exiting law clerk logistics and extern onboarding.
- Prepares and maintains the judge’s travel itineraries and arrangements. Prepares and
submits travel vouchers on behalf of the judge and law clerks. - Prepares and files required reports on the judge’s behalf, including the Financial

MINIMUM QUALIFICATIONS
- High school diploma or equivalent; and
- Two years of general administrative experience; and
- Two years of specialized experience. Specialized experience is progressively responsible
clerical or administrative experience requiring the regular and recurring application of
clerical procedures that demonstrate the ability to apply a body of rules, regulations,
directives, or laws and involve the routine use of specialized terminology and
automated software and equipment for word processing, data entry or report
generation.
PREFERRED QUALIFICATIONS - A law degree is preferred, but not required.
- Experience working for a District Judge is preferred, but not required.

Position Title: Short-Term Law Clerk to U.S. Bankruptcy Judge Kesha L. Tanabe
(Full-time)
Position Available: January 2024

Salary: $74,973 - $138,913 (based on qualifications)
Tenure: 9 months with the possibility of renewal.
This is a full-time, 40 hour per week position. Preference will be given to applications received on or before December 29, 2023. This is a hybrid position.
POSITION DEFINITION
The United States Bankruptcy Court for the District of Minnesota is recruiting a Short-Term Law Clerk to Judge Kesha L. Tanabe. A Law Clerk to a United States Bankruptcy Judge performs substantive review, research, and writing on matters pending before the Court.
REPRESENTATIVE DUTIES INCLUDE:
Reviews complaints, petitions, motions, and other pleadings that come before the Court to determine the issues involved and the basis for relief;
Reviews dockets of pending litigation and monitors progress;
Screens motions and drafts orders for judge’s review;
Performs legal research;
Identifies issues before the Court and makes recommendations;
Provides information to the judge in connection with pending litigation;
Drafts bench memos for the judge’s consideration;
Proofreads orders and opinions, verifying citations;
Maintains liaison between the Court and litigants;
Communicates with counsel, court officials, and litigants regarding procedural requirements;
Keeps abreast of changes in the law and briefs the judge;
Assists the judge during courtroom proceedings;
Shares in the administrative tasks of chambers; and
Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
· Graduate of a law school of recognized standing by the American Bar Association or the Association of American Law Schools; and,
· Experience on a law journal, moot court, externship or clinical program; or
· Prior coursework or research related to bankruptcy, consumer protection or secured transactions.
PREFERRED QUALIFICATIONS:
· Strong legal research skills and ability to communicate effectively, both orally and in writing
· Good organizational, computer, computer-assisted legal research, and word processing skills
· Discretion and confidentiality, adherence to the court’s ethical rules
· Maturity and reliability, and responsibility
· Ability to collaborate effectively in a team-based environment
· Demonstrated ability to work in a self-directed hybrid or remote work environment
· Ability to manage and prioritize multiple tasks and deadlines
· Previous work experience for a bankruptcy judge, bankruptcy law firm or direct legal services
BACKGROUND CHECK
This is a sensitive position within the Judiciary. The selected candidate will be required to undergo an FBI fingerprint check through the FBI Criminal Justice Information Services Division. Appointment to this position is provisional, and retention depends upon a favorable suitability determination based on the results of the fingerprint check.
BENEFITS
The United States Bankruptcy Court is a part of the Judicial Branch of the United States Government. Employees of the United States Bankruptcy Court serve under “Excepted Appointment” and are considered “At-Will” employees.
Because the anticipated term of this appointment is less than one year, this position will be eligible for health and commuter benefits and for supplemental dental and vision coverage, but will NOT BE ELIGIBLE for life insurance, the court’s flexible benefits program (ex: Health Care Reimbursement Account) or participation in the FERS retirement system or the Thrift Savings Plan.
The successful applicant will earn 4 hours of annual leave and 4 hours of sick leave for every complete two-week pay period worked.

This position will supervise workplace nondiscrimination and harassment investigations and analyze complex reasonable accommodation requests to ensure MnDOT meets their obligation for effective response to employees, applicants, and complaints of discrimination, discriminatory harassment, and reasonable accommodation requests.
Coordinate all aspects of MnDOT’s response to charges of discrimination filed with agencies (Equal Employment Opportunity Commission and the MN Department of Human Rights) to ensure effective, thorough, and timely responses. Provides in-depth legal analysis of issues and claims, prepares MnDOT’s position statement ensuring legal/substantive defenses are raised, and responds to agency subpoenas and information requests. Additionally, provides counsel to management on employment discrimination laws, state personnel laws and rules, and MN Government Data Practices Act.

MINIMUM QUALIFICATIONS
To qualify, applicants must have:
- Juris Doctorate degree from an ABA accredited law school; and
- Active license to practice law in the State of Minnesota.
AND
- Three (3) years of experience supervising professionals conducting workplace investigations; OR
- Four (4) years of advanced professional experience conducting workplace investigations.
Information on the candidate’s resume must also include:
- Experience applying state and federal civil rights statutes, state, and federal case law, such as: MN Human Rights Act, Women’s Economic Security Act, MN’s worker’s compensation statute and rules, Americans with Disabilities Act, Age Discrimination in Employment Act, Title VII of the Civil Rights Act, Family Medical Leave Act, and Equal Pay Act.
- Experience analyzing and researching case law, writing, and communicating clear and concise findings in plain language to governing bodies, managers, supervisors, and staff.
- Experience applying investigative strategies and methods to execute different interview strategies dependent on the discrimination allegations.
